A difference of more than two (2) standard deviations existed be-tween the preop and the operational study in the metabolic function of' the following aquatic systems adjacent to th': CR-3 site:

during the winter and spring quarters of 1980.
The t.e interval between "bi-weekly" oxygen samples exceeded nineteen (19) days.

.The data provided in Table 1 was outside the "preoperational mean i 20" acceptance criteria with regard to reportability pursuant l
to Environmental Technical' Specification 3.1.2.
In addition, it was discovered that samples taken during the sample periods, January 4-6, 1980 and February 22-24, 1980 began greater than 19 days after the previous sample period.

. Designation of Apparent Cause:
1 The apparent cause of the greater than two standard deviation change of the metabolic function in the salt marsher could be natural or seasonal variations or these variations in conjunction with the-increased thermal output from the site due to Crystal River #3.
The cause of the bi-weekly sample anomaly is attributed to a differ-1 ence of interpretation other than that previously used.

In the salt marshes, the possible natural or seasonal variations in conjunction with the possible effect of the Crystal River Unit #3 addition to the site thermal discharge may have caused the change j
- - in the metabolic functions observed 'in the operational study, as l'
compared'to the preoperational study. However, these changes may be temporary as the eco-system reorganizes itself to the new conditions.
The suggestion of cause and effect by Crystal River Unit #3 can only be corroborated by the continuance of this study, since a greater than two standard deviation difference did not exist between pre-operational and the operational data in the remaining metabolic functions.

SUPPLEMENTARY INFORMAT;0N Page 2A period of adjustment of the eco-system was expected concurrent with Crystal River Unit 3's initial operation. Therefore, changes in the operation of the unit are not required, and the present program to monitor the environment will be continued.
Corrective Action
The change in metabolic functions in the discharge salt marshes cannot, at this time, be attributed to either natural phenomenon or a specific man-made cause. Therefore, the present study will be continued to verify, if possible, the cause. Until such time, no corrective action can be defined.
The difference of interpretation in surveillance sampling has been resolved. Future samples will be taken within the required sur-veillance interval. This revision affects the report date only.
