COOPER NUCLEAR STATION Nebraska Public Power District

' * "A"c"JZ"cM'%"."^11 CNSS800445 July 18, 1980 Mr. Karl V. Seyfrit. Director U.S. Nuclear Regulatory Commission Office of Inspection and Enforcement Region IV 611 Ryan Plaza Drive Suite 1000 Arlington, Texas 76011

Dear Sir:

This report is submitted in accordance with Section 5.4.2.b of the Environmental Technical Specifications for Cooper Nuclear Station. It discusses an enviro.1 mental event that occurred on July 10, 1980 and was discussed with Mr. R. Spangler on July 11, 1980.

Report No.: 50-298-80-20 Report Date: July 18,19E0 Occurrence Date: July 10, 1980 Facility: Cooper Nuclear Station Brownv111e, Nebraska 68321 At approximately 12:00 P.M. on July 10, 1980, the condenser cooling water discharge temperature exceeded the 1030F limit prescribed in Environmental Technical Specification 2.1.2. Due to the extremely hot weather, a need for emergency power existed and in accordance with the Environmental Technical Specifications, the limit was exceeded for about 48 hours5.555556e-4 days
0.0133 hours
7.936508e-5 weeks
1.8264e-5 months
. The condition was terminated as the river temperature de-creased below 85 F. The maximum temperature reached was 105 F.

The event was caused by two factors. The river temperature was two degrees in c.tcess of the normal maximum of 85 F as described in the Environmental Technical Specificaticas. The circulating water system must now remove more heat from the condenser since the removal of twelve row.s of low pressure turbine blades during the Spring 1980 Outage.

This event presented no adverse consequences to the public from the standpoint of public health and safety. The Nebraska Department of Environmental Control was also informed of this event.

Sincerely, DD s
