This report is submitted in accordance with Section 5.4.2.b of the Environmental Technical Specifications for Cooper Nuclear Station. It discusses an environmental event that occurred on July 14, 1980 and was discussed with Mr. G. Madsen on July 14, 1980.

Report No.: 50-298-80-23 Report Date: July 22, 1980 Occurrence Oate: July 14,1980 Facility: Cooper Nuclear Station Brownville, Nebraska 68321 At approximately 4:00 P.M. on July 14, 1980, the condenser cooling water discharge temperature exceeded the 103 F limit prescribed in Environ-mental Technical Specification 2.1.2. Due to the extremely hot weather, a need for emergency power existed and in accordance with the Environ-mental Technical Specifications, the limit was exceeded for about 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />. At the time of the occurrence, the District's oil burning peaking units were already generating emergency power. The condition was terminated as the river temperature decreased below 85 F. The maximum temperature reached was 104 F.

The event was caused by two factors. The river temperature was one degree in excess of the normal maximum of 85 F as described in the Environmental Technical Specifications. The circulating water system must now remove moce heat from the condenser since the removal of twelve rows of low pressure turbine blades during the Spring 1980 Outage.

This event presented no adverse consequences to the public from the standpoint of public health and safety. The NRC is in the process of reviewing the District's Technical Specification Change Request of July 16, 1980 which requests deletion of this Technical Specification.

The Nebraska Department of Environmental Control was also informed of this event.
