This report is submitted in accordance with Section 5.4.2.b of the Environmental Technical Specifications for Cooper Nuclear Station. It discusses an environmental event that occurred on July 9,1980 and was discussed w4 . Mr. R. Spangl'er on July 10, 1980.

Report No.: 50-298-80-19 Report Date: .luly 17, 1980 Occurrence Date: July 9, 1980 Facility: Cooper Nuclear Station Brownville, Nebraska 68321 At approximately 3:00 P.M. on July 9, 1980, the condenser cooling water discharge temperature exceeded the 103 F limit prescribed in Environ-mental Technical Specification 2.1.2. During the event, a need for emergency power existed and in accordance with the Environmental Tech-nical Specifications, the limit was exceeded for about five hours. The condition was terminated by a power reduction af ter peak demand hours.

The maximum temperature reached was 104.50F.

The event was caused by two factors. The river temperature was one degree in excess of the normal maximum of 85 F as described in the Environmental Technical Specifications. The circulating water system must now remove more heat from the condenser since the removal of twelve rows of low pressure turbine blades during the Spring 1980 Outage.

This event presented no adverso consequences to the public from the standpoint of public health and safety. The Nebraska Department of Environmental Control was also informed of this event.
