Dear Mr. Ziemann:
This_ letter,is in response to the letter from Mr. Goller, dated August 5, 1974,1 requesting a progress report every three months _ starting November 5, 1974.
This is report No. 9.

The work at the location of the new HPCI building has 4
progressed to the_ state where an old structure and equipment were removed, the building excavation completed, and a wall of shield blocks placed around the nearby radwaste tanks.
The excavation had to be deeper than originally planned in order to reach bedrock.
The shielding of the radwaste storage tanks made possible a good c
direct radiation survey of the HPCI construction site.
This survey unfortunately revealed-that the HPCI construction area is somewhat contaminated.
This includes not only the soil but also the top of some of the bedrock in the HPCI excavation'.
We are ship' ping. contaminated soil to a burial site and are attempt-ing to obtain core _ borings in the area to determine the extent i
of the' problem.. Unfortunately legal and' nuclear insurance problems
.are delaying the core borings.
The contamination has stopped the
)
HPCI construction. work and may seriously delay the HPCI job.
When the core borings are obtained~and evaluateo. for' radiation, we may consider relocating the HPCI building in order to minimize the impact of the-contamination problem on the.HPCI construction schedule.
We had previously planned to shield the-construction area from.the radwaste tank radiation and to place the area outside i
of-a new security fence in order to reduce construction time and' cost.-
The'recently discovered contamination ~may disrupt this plan.
Based on the HPCI to primary system tie-ins following the decontamination of_the primary system, it currently looks like the HPCI system will be completed in~about June, 1978.
Because of all the changes, design problems, equipment and construction delays,a new cost estimate was compiled.
The new cost estimate l
is about $12,000,000, which is almost double the current budget l
