Dear Mr. Brunner:

Thip letter is in response to combined Inspection Report 50-277/80-03 and 50-278/80-03 dated September 19, 1980.

Appendix A to your letter addresses one item which does not appear to be in full compliance with Nuclear Regulatory Commission requirements.

The item, categorized as an infraction, is_ restated in the attached Appendix A with our respone,e.

Appendix B to your letter contains an infraction which does not appear to be in full compliance with Nuclear Regulatory Commission requirements and pertains to the details of the physical security plans of a licensed facility.

Therefore, it is hereby requested that the information included in the attached Appendix B be withheld from public disclosure pursuant to Section 2.790 of the Commission's Regulations.

An affidavit in support of this request is attached hereto.

The infraction is restated in the attached Appendix B with our response.

PHILADELPHIA ELECTRIC COMPANY RESPONSE TO INSPECTION REPORT NUMBERS 50-277/80-03 and 50-278/80-03 APPENDIX A Technical Specification 3.2.D.1 states in part,

"...both off gas system radiation monitors shall be operable during reactor power operation...

Upon the loss of both off gas system radiation monitors, either temporary monitors shall be used...or initiate an orderly shutdown and have the main steam isolation valves closed within eight hours."

Contrary to the above, on January 19, 1980, the Unit 2 reactor was started up and operated at power with both radiation monitors inoperable due to a sample line valving error for a period in excess of 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> and no orderly shutdown was initiated.

Response

This event was due to a personnel valving error.

As soon as.the valving error was discovered, the off gas radiation monitor was returned to service by opening the sample line valve which had been mistakenly closed as part of a block.

A review of off gas radiation monitor data for the period of the event verified that no abnormal radioactive releases occurred and that no release limits were approached.

As stated in the details of the inspection report, procedural changes have been made to the startup check list to preclude a recurrence of this event.

Additionally, an off gas radiation monitor system procedure and check-off list are being written to aid the operator in system flow verification and valve lineup checks.
