In the Zion Unit Nos.1 and 2 Fire Protection Safety Evaluation Report issued March 10, 1978, we identified a number of items regarding fire protection which could not be evaluated until additional information was provided. By your letter dated October 31, 1979 and April 30, 1980, additional infomation was submitted for our review. Enclosed is our evaluation of the following items:

ENCLOSURE FIRE PROTtul0N REVIEW ZION UNIT NOS. 1 AND 2 50-295 AND 50-304 Smoke 3etection Systems Tests. Section 3.1.1 In the SER, it was our concern that the smoke detectors might not respond to the products of combustien for the combustibles in the areas where s Mce detectors are installed. We were also concerned that ventilation air flow patterns in the s.rea might reduce or prevent detector response and we recomended that the licensee perform an in-situ smoke detector test.

By letter dated April 30, 1980, the licensee stated that test results verifying that fire detectors are correctly located physically would be croviced after the tests are completed.

In addition, the licensee. stated that a test method has not been identified wnich will accomplish this verification.

Tne recuired methodology for the in-situ smcke detector test is beyond the current state-of-the-art and, therefore, an in-situ test cannot be performed at this time.

We fina tnat with acceptable bench testing of smoke detectors, and considering that the smcke detection systems meet appropriate NFDA codes and are designed by experienced personnel, the smoke detectors are acceptable.

Gas Sucaression System Section 3.1.3(1)

In the SER, it was our concern that adeouate protection has not been provided for the inner and cuter cable spreading areas to prevent a fire in fixed or transient ccmbustiblesfrcm affecting redundant safety-related cables.

By letter dated October 31, 1979, the licensee submitted design information on a proposed automatic Halon gas suppression system.

Based on our review, we conclude that the prcposed automatic Halon gas suppression l

system with back-up by a manually actuated C09 system for the cable spreading area l

meets the guidelines of Section F.3 of Appendix A to STP-APCSB 9.5-1 and is, there-l fore, acceptable.

Automatic Gas Sucoression for Diesel Driven Containment Soray Pumo, Section 3.1.3(3) l In the SER, it was our concern that the fire protection for the containment spray pump recm is not adequate to prevent a fire from causing the loss of this safety function. One room is provided for the two motor-operated and diesel-driven I

containment scray pumps.

. By letter dated October 31, 1979, the licensee proposed to install an automatic gas suppression system to protect the diesel driven containment spray pumps, a curb to limit an oil spill fire and three hour barrier to enclose the room.

Based on our review, we conclude that the proposed protection meets the guidelines of Section F.11 Appendix A to STP-APCSS 9.5-1 and is, therefore, 3cceptable.

Water Sucaression Systems - Automatic Water Curtain for Diesel Generator Air Intaxes, 5ection 3.1.J(a; In the SER, it was our ccncern that a fire in the transformer area may cause the loss of bcth emergency diesel generators since, tne station unit auxiliary transformers are located within 50 feet of the air intake louvers wnich supply the diesel generators.

By letter cated Octcber 31, 1979, the licensee committed to install an auto-matically actuated water curtain to crotect the intake louvers as well as protect the exposed steel column in the air. intake plenum. A three hour fire rated damper will also be provided for the ventilation openings of the wall

Basec on our review, we conclude that the proposed fire protection meets the guidelines of Section D.l(h) of Appendix A to BTP-APCS 3 9.5-1, and is, therefore, acceptable, Water Succressien System - Automatic Directed Water Sucaression over Diesel Fire

n the SER, it was our concern that a fire in the crib house at the diesel-criven fire pumo may cause damage to redundant equipment and conduits in the area.

By letter dated October 31, 1979, the licensee proposed to install a directed water soray system cver the diesel driven fire cump and day tank, and to curo the area to minimize the effect of an oii spill fire.

provides an adequate level of fire protection for this area, and is, therefore, I

acceptacle.
