Occurrence Date:

16 October 1980 Identification of Occurrence:

Failure to have the minimum required A.C. electrical power sources operable contrary to Technical Specification 3.8.1.1.

Cond;tions Prior to Occurrence:

Mode 1 power operation (97%).

Description of Occurrence:

At 0640 during normal operation Emergency Diesel Generator EDG-1B failed to fast start in preparation for removing EDG-1A from ser-vice. A fast start was performed for EDG-1 A.

One Emergency Diesel Generator and two (2) independent offsite power supplies were verified as operable redundant systems. Operability was re-stored at 2003 on 16 October 1980.

Designation of Apparent Cause:

The cause of this event is indeterminate. Local alarms had been cleared before troubleshooting began. No problem was discovered I

during troubleshooting.

Analysis of Occurrence:

There was no effect upon the health or safety of the general public.

Corrective Action

Procedures have been revised to require leaving the diesel local alarm annunciator "as is" until the failure can be determined.

In addition, all installed instruments which could cause a start failure or shutdown will be enecked by 15 December 1980.

Failure Data:

This is the second occurrence of this type and the twentieth re-port under this Specification.
