I.A.2.1 : Inquiry:
Immediate Upgrading of Operator and Senior Operator Training and Qualification 1.
Applicants for SRO license shall have 4 years of responsible power plant experience, of which at.least 2 years shall be nuclear. power plant experience (including 6 months at the s'pecific. plant) and no more than 2 years shall be academic or related technical training.
2.
Certifications that operator license appli'c' ants have learned to operate the controis shall be signed by the highest level of corporate management for plant operation.
3.
Revise training programs to include training in heat transfer, fluid flow, thermodynamics, and plant transients.

Detailed evaluations for each individual are presently being tabulated to show how each SRO license candidate either meets or has equivalent background to the above requirement.
The detailed discussion of this concern will be submitted by October 31, 1980.

C. Summer. Nuclear Station intends to meet this requirement.
Certification of applications will be reviewed and approved by the Vice President and Group Executive, Nuclear Operations. The FSAR Section 13.2 will be revised to incorporate this.

V. C. Summer Nuclear Station will provide the training on the topics listed above. Training is intended to meet the scope of.these topics as stated in Mr. Harold Denton's letter of March 28, 1979.
FSAR section 13.2 will be revised to include these topics as part of our operator training program.

I.A.2.3 Inquiry: Adninistration of Training Programs for Licensed Operators 1.
Training instructors who teach systems, integrated responses, transients and simulator courses shall successfully complete a SRO examination. Application shall be submitted by August 1, 1980.
(See March 28, 1980 letter attached).
2.
Instructors shall attend appropriate retraining programs that address, as a minimum,. current operating history, problems and changes to procedures and administrative limitations.
In the event an instructor is a licensed SRO, his retraining shall be_the SRO requalification program. Programs shall be initiated by May 1, 1980.
(See March 28, 1980 letter attached).

Response
1.
The V. C. Summer Nuclear Station intends to have all instructors teaching integrated systems receive a cold license SRO.
Please see the attached SCE6G letter dated July 29, 1980, to Mr. Harold Denton responding to this item.
2.
All operator license program instructors will be enrolled in appropriate requalification programs to ensure they are cognizant of current operating history, problems, and changes to procedures and administrative limitations. All SRO licensed instructors shall participate in the SRO requalification program.

I.A.3.1 Inquiry: Revise Scope and Criteria for Licensing Exams 1.
Applicants for operator licenses will be required to grant permission.to the NRC to inform their facility management regarding the results of examinations.
2.
Conte'ts of.the licensed operator requalification program n
shall be modified to include instruction in heat transfer, fluid flow, thermodynamics, and mitigation of accidents involving a degraded core.
3.
The criteria for requiring a licensed individual to parti-cipate in accelerated requalification shall be modified to be consistent with the new passing grade for issuance of a license.

Requalification programs shall be modified to require specific reactivity coatrol manipulations. Normal control manipulations, such as plant or reactor startups, must be performed. Control manipulations during abnormal or emergency operations shall be walked through and evaluated by a member of the training staff.
An appropriate simulator may be used to satisfy the requirements for control manipulations.

In addition with each application, a notorized " consent to release information" form will be submitted granting permission to release examination results to South Carolina Electric and Gas Company.

FSAR section 13.2 will be revised to include heat transfer, fluid flow, thermodynamics and mitigation of accidents in the requali-fication program.

FSAR Section 13.2 will be revised as follows:
A score of 70 percent on each category of an annual written examination, and an average score of 80 percent or above for all categories of the examination must be maintained by the licensee.
If a licensee scores below 70 percent on any category or averages below 80 percent overall, this individual will be removed from license activities and placed in an ac-celerated training program.
4.
The V. C. Summer Nuclear Station FSAR Section 13.2 shall be revised.
The requalification program shall require that each individual perform or participate in a combination of reactivity control manipulations based on the availability of plant equip-ment and systems. Those control manipulations which are not performed at the plant will be performed on a simulator.
Person with senior licenses are credited with these activities if they direct or evaluate control manipulations as they are perfornsd.
The list of applicable manipulations are:
- (1) Plant or reactor startups to include a range that reactivity feedback from nuclear heat addition is noticeable and heatup rate is established.
(2) Plant shutdown.
- (3) Manual control of steam generators and/or feedwatet during startup and shutdown.
(4) Boration and/or dilution during power operation.
- (5) Any significant (>10%) power changes in manual rod control.
(6) Any reactor power change of 10% or greater where load change is performed with load limit control or speed control is on manual.
(7) Loss of coolant including:
- 1. Significant PWR steam generator leaks
- 2. Inside and outside primary containment i
- 3. Large and small, including leak-rate determination
- 4. Saturated reactor coolant response (PWR)

(9) Loss of electrical power (and/or degraded power sources).

Loss of core coolant flow / natural circulation.

(12) Loss of service water if required for safety.

Loss of normal feedwater or normal feedwater system failure.

Loss of all feedwater (normal and emergency).

(18) Mispositioned control rod or rods (or rod drops).

Inability to drive control rods.
(20)
Conditions requiring use of emergency boration.

Fuel cladding failure or high activity in reactor coolant or offgas.

Turbine or generator trip.
(23) Malfunction of automatic control system (s) which affect reactivity.
(24) Malfunction of reactor coolant pressure / volume control system.
(25)
(26) Main steam line break (inside or outside containment).
(27)
Nuclear instrumentation failure (s).
-These starred items shall be performed on an annual basis; all other items shall be performed on a two-year cycle.
Control manipulation during abnormal or emergency operations shall be walked through and evaluated by a qualified member of the training staff. An appropriate simulator may be used to satisfy the requirements listed above.
If a simulator is used, the evaluation of operations may be performed by appropriate vendor personnel.

II.B.4.
Inquiry: Mitigating Core Damage Training Summer Nuclear Power Station has not submitted a program for training of all operating personnel for mitigating core-damage.
All operating personnel includes the plant manager, his assistant, the. operations supervisor, the STAS, and licensed operators'and senior operators who should receive all the training.
I and C personnel, Health Physics personnel and Chemistry Department personnel shall re-ceive training in applicable porcions of the training program.

Qualifications of Reactor Operators Letter of March 28, 1980
Dear Mr. Denton:
In reference to your letter dated March 28, 1980, the following 11 our reply to the specific item concerning " Training center and facility instructors who teach systems, integrated responses, transient and simulator courses shall demonstrate their competence to NRC by successful completion of a senior operator examination."
It is our intention to cold license all South Carolina Electric and Gas Company operator instructors presently in the training staff who are teaching system lectures in the classroom.
In addition, South Carolina Electric and Gas Company is intending to cold license the opsite Westinghouse Training Coordinator.
The appli-
_Aons for these personnel will be included in the list of all personnel to receive a cold license examination by the NRC.
Attached please find outlines of these training staff member's experience and education.
Two additional instructors have been contracted from Westinghouse for a period of one year and arrived on site last month.
These personnel were contracted with the stipulation that they would have qualifications consistent to receive NRC instructor certification, or INPO certification in a tipely manner as determined by the appropriate authority, NRC or INPO.
It is South Carolina Electric and Gas Company's intention to license these personnel if time becomes available by their contract cxtension.
In addition to the expertise of our training staff, we have also contracted training *y specialists in various areas.
Examples of these are General Eclctric Turbine-Generator Operations, Accident and Transient Analysis, and TMI related simulator transients.
