Dear Mr. Denton:

In reference to your letter dated March 23, 1980, the following is our reply to the specific item concerning " Training center and facility instructors who taach systems, integrated responses, transient and simulator courses shall demonstrate their competence to NRC by successful completion of a senior operator examination." It is our intention to cold license all South Carolina Electric and Gas Company operator instructors presently in the training staff who are teaching system lectures in the classroom. In addition, South Carolina Electric and Gas Company is intending to cold license the onsite Westinghouse Training Coordinator. The applications for these personnel will be included in the list of all personnel to receive a cold license examination by the NRC. Attached please find outlines of these train-ing staff member's experience and education.

Two additional instructors have been contracted from Westinghouse for a period of one year and arrived on site last month. These personnel were contracted with the stipulation that they would have qualifications consistent to receive NRC instructor certification, in a timely manner as determined by the appropriate authority, NRC or INPO. It is South Carolina Electric and Gas Company's intention to license these personnel if time becomes available by their contract extension.

In addition to the expertise of our training staff, we have also contracted training by specialists in various areas. Examples of these are General Electric Turbine-Generator Operations, Accident and Transient Analysis, and TMI related simulator transients. Other specialized train-ing as deemed necessary may be contracted such as Mitigating Core Damage and Decision Analysis training.
