2 Event Date: 9-23-80 An examination of the control circuitry drawings, supplied by the A/E, United Engineers and Constructors, showed the installation'of the jumper as optional and was indicated by a dotted line on the drawing.

The normal operating design for the motor-operators on these valvas is with the jumper not installed. General Electric design had the optional jumper installed to ensure valve operation under emergency or extreme operational conditions, thus ensuring additional conservatism during normal operation.

From discussions with the A/E, it is believed the drawing error resulted from a misinterpretation by the A/E's draf tsman as to the necessity of the jumper in the control circuitry of the valve.

i A verification of all GE designed torque switch jumpers on RCIC System valves was conducted, and four of ten jumpers were found missing, with no indication of their ever having been installed. The missing jumpers were installed. A review of the valve logic circuitry for all safety-related valves was conducted and all jumpers were indicated correctly, 4

with a solid line. The A/E has been instructed to correct the drawings for the RCIC System. This is considered to be an isolated event and no further action 1s required.
