Identification and Description of Occurrence:

The diesel generator 86 LOR relay coils burned out during a stop attempt following blackout initiation during Pre-OP test TVA 13B. In this condition the diesel generators would trip from all normal functions.

This is an unreliable situation and therefore the diesel generators were declared inoperable.

Conditions Prior to Occurrence:

Unit 1 in Mode 2, approx. 3: RTP Apparent Cause of Occurrence:

The 86 LOR relays were reset before the black out relays were reset

Corrective Action

The relay coils were replaced. Future corrective action is being in-vestigated by ths Engineering Design Branch.
