This created an event contrary to En-i g, vironmental Technical Specification 3.1.5.

The non-collection of those in ni i samples did not result from operation of Crystal River #3, nor is opera-i g g,, tion of the plant affected by it.

There has been no discharge of waste g, water from CR-3 to the referenced ponds since August 24, 1979.

This is i 2 g i, the sixth occurrence of this type reported.

IDENTIFICATION OF OCCURRENCE:

Contrary to Environmental Technical Speci fica-tion 3.1.5, a representative sample was not ob-tained for June from Test Well 4.

1 CONDITIONS PRIOR TO OCCURRENCE:

N/A DESCRIPTION OF OCCURRENCE:

The June samples at Well 4 were not collected because site construction activities have elimi-nated the well sites.

DESCRIPTION OF APPARENT CAUSE:

The requi red construction activity is part of a

the canal modi fication at the Crystal River I

site.

9 ANALYSIS OF OCCURRENCE:

The noncompliance did not result from the opera-tion of Crystal River Unit 3, nor is operation

.d of the plant affected by it.

There have been no discharges of waste water to the referenced ponds since August 24, 1979.

Well 4 has been out of service since February 1980, resulting in a

an occurrence report each month it is out of y

service, as well as one previous occurrence of construction activities eliminating Well 5.

CORRECTIVE ACTION

Technical Specification Change Request No. 62, to Operating License DPR-72, Appendix B,

was submitted April 23, 1980, to remove these nonra-diological environmental surveillance specifica-l tions and reporting requirements.

These re-quirements are already included in the State of i

Florida Department of Environmental Regulation Permit No. 1009-2527, or in the United States Environmental Protection Agency National Pol-l lutant Discharge Elimination System (NPDES) Per-mit No. FL0000159.

Florida Power is actively pursuing resolution of this proposed Technical Specification Change Request with NRC/0NRR, as J

l well as investigating possible alternate sites for reinstating the test well for reporting g

purposes.

FAILURE DATA:

This is the sixth report for this type occurrence.
