This refers to your letter dated September 4,1980, in response to our

letter dated August 14, 1980, and to a subsequent telephone conversation

between Mr. E. Mulcahey of your staff and Mr. R. Baer of this office on

September 11, 1980.
It is our understanding that procedures addressing the sampling of
reactor coolant and the criteria for lifting the reactor vessel head
,
will be revised and implemented by January 31, 1981. This is prior to
your next scheduled outage requiring the reactor vessel head removal
'
which led to the condition of noncompliance.
If our understanding is
not correct, please advise this office within seven (7) days of receipt
of this letter.
