NOTICE OF DEVIATION Based on the results of an NRC inspection conducted during the period May 31 -

June 3,1977, it appears that several of your activities were not conducted in conformance with your FSAR comitments to the Comission and with an approved industry standard as indicated below.

Section 17.1.3 of the ANO, Unit 2, FSAR establishes the design control measures for Unit 2.

This FSAR section references a Table 17.1-1 which i

sumarizes the review requirements for various design documents includ-ing the Q List and Bechtel and CE Engineering Drawings. Note 3 of Table 17.1-1 specifies the licensee's review as including a review by (1) Nuclear Services; (2) Quality Assurance Organization; and (3) Safety Review Comittee (for safety related designs).

In deviation from the above comitment:

1.

Q List revisions were reviewed only by the licensee's Nuclear Services Organization.

2.

Changes to Bechtel and CE Engineering drawings were not reviewed by the licensee with the exception that P&ID's are reviewed by the Nuclear Services Organization.

B.

Section 5.1.6.2 of ANSI Standard N18.7 - 1972 states that a preventive maintenance schedule should be established and maintained.

In deviation from the above guidance, the licensee has not performed a majority of the preventiva maintenance items scheduled by their established program for Unit 1.

C.

Section 13.5.2 of the Unit 2 FSAR states that operating (including emergency operations) and maintenance procedures shall be prepared approximately five months prior to initial fuel loading.

The licensee has indicated that initial fuel loading is scheduled during the week of October 17, 1977.

In deviation from the above comitment, the licensee had not issued all of the operating, emergency and maintenance procedures listed in his FSAR.
