Gentlemen:

In response to your November 29, 1977, request for additional information we submit the following:

Item lb of Infraction In order to comply with the intent of Section 10.4 of our QA manual, we will take the following action:

Individuals performing receipt inspection of fuel assemblies will be qualified and certified by the Plant Nuclear Engineer. The qualification and certification process will consist of a training program and the maintenance of a listing of individuals qualified to perform inspec-tions attached to the nuclear fuel receipt and inspection procedures:

1503.02 for ANO-1 and 2503.01 for ANO-2.

The training program will include familiarization with the following information:

(1) the applicable fuel assembly drawings and nomenclature, (2) the materials and manufacturing techniques for fuel assembly components, (3) the assembly fabrication process, (4) quality control practices used by fabrication facility, (5) most probable modes of handling or shipping damage, (6) inspection techniques to detect fuel assembly damage, (7) ddtails of known handling or manufacturing problems which have occurred at this facility or at other nuclear facilities and (8) quantitative

\\s 1-038-13 2-038-14 The initial training program will be completed prior to receipt of the next batch of fuel at ANO, which is now scheduled for November,1978 for Cycle 4 of ANO-1.

Item Ic of Infraction Action taken to prevent recurrence consisted of a Startup Engineer training session held October 11, 1977, in which the requirement to addend the test procedure if the procedure steps could not be followed as written was emphasized.

We apologize for the length of time taken to respond to your letter.

Your request was received during a time of management change and was overlooked until we reviewed our records to identify just such situations.

This situation was subsequently discussed by phone with your Mr. Gagliardo.
