Gentlemen:
O' In response to the infraction identified in the subject inspec-('j tion report, we submit the following.
The subject radiographs were marked " reject" only as a means to notify AP&L of pitting which had occurred.
No criteria, industry-wide, is currently available by which to quantitatively evaluate i
pitting by NDT means for acceptance or rejection.
At a meeting between AP&L Engineering (Little Rock) and ANO plant staff on February 11, 1977, it was determined by inspection that the pitting was acceptable for continued operation.
In order to violate our QA manual concerning the above, the pits would have to be defined as a deviation, deficiency, malfunction or other abnormal occurrence or condition.
AP&L feels the pitting identified can not be and has not been considered as an item falling under the provisions of paragraph 16.2.1 of the QA manual.
Therefore, AP&L was not in violation of any procedure in its l
handling of this matter.
