'\\J A.AKANSAS POWER & LIGHT COMPANY POST OFFICE BOX 551 UTTLE ROCK ARKANSAS 72203 (501) 371-4000 May 19, 1978 1-058-4 Mr. R. E. Hall, Acting Chief Office of Inspection 6 Enforcement Region IV U. S. Nuclear Regulatory Commission 611 Ryan Plaza Drive, Suite 1000 Arlington, Texas 76011

Subject:

Arkansas Nuclear One-Unit 1 Docket No. 50-313 License No. DPR-51 Inspection Report No. 50-313/78-03 Supplemental Response (File:

0232)

U Gentlemen:

Your letter of April 25, 1978, requested corrective steps to prevent further non-compliance as identified in the Inspection Report.

In this case the "non-compliance" item is a disagreement between your office and ours.

The disagieement is th-: we do not consider the pitting to be a deviation, deficiency, malfunction, abnormal occurrence, or conditions, whereas you do.

If we had determined that the pitting was a deviation, deficiency, etc., the steps outlined in the QA plan would have been followed.

Since we did not determine such, those steps were not followed.

We will continue,to follow our QA program for items identified as deviations, deficiencies, etc.

Very truly yours,

/
