50-318/89-19

This transmits the July 4 - August 28, 1989, resident inspection findings- by:

W. V. Dritchett and others at the Calvert Cliffs Nuclear Power Plant, Lusby,

-Maryland. Those findings wert based on observation of activities, interviews,

-and document reviews, which hace been discussed with Mr. Russell of your.. staff.

,

Apparent violations of NRC requirements are cited in Appendix A and categorized

under the.NRC Enforcement Pa' icy, 10 CFR 2, Appendix.C. A reply is required in

accordance with Apper.cix

The ree,uirement that you reply is exempt from

clearance:by the Office of han. ement and Budget under the Paperwork Reduction

Act of 1980, PL SG-511'.

As of the conclusion of the inspection, we continued to observe events which

caused ceaccrns about your ability to identify, quantify and successfully

resolve potentially safety significant problems.

Events such as the ones

described in Sections 7.1 and 7.2 involving partial disabling of the Halon

systr..n ' for the switchgear rooms, a missed surveillance test' for the reserve

i

battery, overfill' of the reactor coolant system and. failure to properly test

)

i

the spent' fuel exhaust fans typify the types of problems that have been a

j

source of cencern to the NRC.

We recognize that the scope of corrective

actions expected to be implemented prior to restart of Unit 1 accommodate

i

these concerns.

However, the problems identified by your staff and .the NRC

!

emphasize the continuing need for management attention in the areas of adequacy

l

of procedures 'and

overall

coordination

and

direction

of

surveillance

programs.
