SUMMARY
OF WEEKLY INFORMATION REPORT WEEK ENDING MAY 2, 1980 TMI Special Inquiry Group Volume II of the Special Inquiry Group Report on Three Mile Island has been received from the printer and will be distributed early in the week of May 5, 1980.
B&W Nuclear Plants Under Construction On October 25, 1979, letters were sent to nuclear plants under construction which use a Babcock & Wilcox nuclear steam supply system requesting information to allow us to determine whether it is necessary to halt all or portions of construction of B&W plants.
As a result of our review of their responses, a letter dated April 25, 1980, was sent to these licensees stating that halting construction was not required.
Respirator Problem at TMI On April 28, 1980, NIOSH informed the SD staff of the results of tests carried out on the four respirators that had been provided by TMI for testing. All four respirators were found to have deficiencies. NIOSH also informed us of two workers in Elizabeth, New Jersey, who were rescued and hospitalized after the same type of equipment failed while they were fighting a fire.
Program Development New Regional State Liaison Officers for the five regional offices have now been selected.
FY 1981 Authorization Bill The House Interior Committee (Udall) completed mark-up on April 30, 1980.
The Senate Subcommittee on Nuclear Regulation (Hart) began mark-up on May 1,1980.
FY 1982 Budget With the receipt of the Commission approved Policy, Planning, and Program Guidance (PPPG), the Office of the Controller's Budget Call was issued in final form on May 1, 1980.

On Monday, April 28.1980, a Unit 2 reactor coolant sample was sent to the B&W Lynchburg Research Center, Lynchburg, Virginia.
On Tuesday, April 29. 1980, a shipment consisting of 152 drums of low level baled waste from Unit 1 was shipped to Richland, Washington.
On Friday, May 2,1980, a shipment ut 11 wooden iSA boxes of low level waste from Unit I was sent to Richland, Washingtun.

Reactor Coolant System (RC5) Pressure Reduction.
On April 15, 1980, P.C5 pressure was reduced from 300 psig to IVO psig.
The pressure

was further reduced to 135 psig on April 29, 1980.
It is planned to reduce pressure to 100 psig on May 7.1980.
The primary system responded predictably to the pressure reductions.
Water samples drawn fron the letdown system indicate that dissolved gas concentrations in the RCS will remain below scturation at 100 psig.
However, due to limited watcr circulation, it is assumed that gas saturated i
water and gas pockets do exist in portions of the RCS.
The following gas pucket volumes versus primary pressure have been calculated:
RCS pressure-Cas volume 300 psig 50 cubic feet 190 psig 57 cubic feet 136 psig 10G cubic feet 100 psig 135 cubic feet The abeve pressure / volume relations have been verified during several pregsure changes by ccmparing the cruount of rateup/ letdown to the resultant RCS pressure changes.
The RCS pressure reductions nave not produced a noticceble effect on the secondary system.
Both A and B loops continue to " burp" periodically.

The RCS leak rate appears to have decreased as a result of the pressure reductions. Quantitative leak rete data will be provided i

Pressurizer heaters will not be used atter pressure is reduced tv 100 psig.
The cycling of the heaters is producing pressure' fluctuations.
The heaters have been used to maintain the water in the pressurizer just below the saturation temperature.
In this condition. the pressurizer was a potential source of pressure for the RCS in the event of an unplanned pressure. reduction. The hazards associated with an unplanned depressurization have decreased with the decrease in thermocouple temperatures below ambient boiling.
2.
Proposal to Open Decay Heat System valves DH-V-1 end, DH-V-171_.
The TM! Program otfi,ce staff' is currently evaluating a licensee procedure to open two decay heat removal system valves (DH-V-1 and DH-V-17))
which are located inside the reactor building.
When opened, the valves Will provide a flow path from the RCS tu the mini decay heat re:ioval ' system (MDHR) in the auxiliary building.
Construction of the HDHR is not complete, however, due to the rising water level in the reactor building, it.is necessary to open the valves before the valve operators are submerged.
At least one of the valves must be opened before the MDHR system can be put into service.
3.
Reactor BuilAin_g Entrv.
The reactor building entry which was sche 7Uled for April 24, 1980, was postponed when the National Institute of Occupational Safety and health (NIOSH) inspected the Bio Marine Bio Pac 00 breathing units and found that unauthorized modifications had been made. The Bio Pac 60 has a service life of 60 minutes and was selected to be used by the reactor building entry team.
The licensee has rescheduled the entry for May 20.1980, and is revising procedures to either use the Bio Pac 60, if NIOSH rccertifies the unit, or to use the Mine Safety Appliance Company (MSA) Model 401 breathing apparatus. The MSA unit has a service life of only 30 oinutes and es e result, would require shortening the entry to 15 minutes.
The TH! Program Office staff is reviening the proposed changes.
4.
Technical Work _i,ng_Gr_oup_(TWG) for the TMI Information and Excmination Prcgra,3 Members of the TWG, Task 2.1, (fission product Transport and Dispersal and Environments Characterization) arrived on site to cc:;r.cnce data gathering activities.
The objective of lask 2.1 is to improve Understanding of nuclear plant accident environments and the phenomona which contribute to these environa:ents.

Tha sampics will be analy7sd for radiciosoptic and chemical composition. Specifically, the gas samples will be analyzed for tritiu i. hydrogen, oxygen, nitrogen, carbon 14, helium, xenor krypton, organic iodides, particulate iodine, elemental iodine and toxic gases.

Ground Water Monitori. g Procram. Whier semples were taken from eight grounc water monitoring wells on Friday, May 2,1980.

- Split, composite samples will be sent to two indepenrient laboratories for analysis. The most current sample analysis results are attached.
four obscrvation wells have been completed in the vicinity of the borated water storage tank (BWST).
Water and soil samples from these wells have been sent for analysis.
Ccmonnalth of Fennsylvania represuntatives have expressed concern over the existing practice of pumping approximately 100 gallons of water frora cach monitoring well to tne storm drains during the sampling process.
The Cor,monwecith representatives consider that this constitutes a release of potentially radioactive water through an unrreditored discharge point. As an interim resolution of the Cuniaonwealth's concern, the excess water pumped during sampling on Friday, May 2,1980, was released to the surface of the ground some distance from the well..The final resolution of this matter is being l
pursued by the TMI Program Office staff.

OFFICE OF STANDARDS DEVELOPMENT IMPORTANT EVENTS FOR THE WEEK ENDING MAY 2,1980 1.
Respirator Problem at TMI: On April 28 'a 9, NIOSH infonned the SC 1
staff by telephone of the results of tests carried out on the four respirators that had been provided by TMI for testing after re-entry of the containment building at TMI was delayed because of respirator modifications.
One unit was inoperable owing to failure of a valve and was not tested further. The other three units were found to have relief valve and exhalation resistances in excess of certification test specifications.
NIOSH also found 16 other discrepancies between the TMI units and the specifications for certified equipment. The manufacturer of the respirators was scheduled to return to NIOSH April 28, 1980, with modified units and a request for extension of certification to the modified equipment.
NIOSH also informed us that they had received a report over the weekend that two workers in Elizabeth, New Jersey, who were using this type of equipment in fighting a fire, had to be rescued and hospitalized when the equipment failed. The equipment reportedly failed, by a considerable margin, to provide full duration of use for which it is rated (60 minutes).
NIOSH personnel were going to Elizabeth, New Jersey, to check on the equipment (which was impounded there). The equipment was reportedly sold without the NIOSH test-and-certification labels affixed.

OFFICE OF NUCLEAR l'ATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending May 2,1980 Safeguards Support to DOE's Hot Experimental Facility (HEF)
Safeguards Division representatives met with DOE Headquarters personnel on April 25, 1980, to receive a briefing on the Department of Energy's Hot Experimental Facility (HEF) and to discuss NRC Safeguards support to the DOE project.
Currently being designed, the HEF is intended to be a highly automated advanced reprocessing plant which will support the breeder reactor by reprocessing spent fuel from both the breeder and the commercial low enriched power reactors.
Although not planning to license the facility, DOE would like the facility to be licensable, and therefore, has requested NRC Safeguards participation in the project.
Meetings with Dak Ridge design personnel will be delayed until travel funds become available.
Integrated Safeguards Information System A letter was sent from William J. Dircks (NMSS) to G. Weisz (DOE, OSS) requesting DOE requirements for ISIS.
The letter also requested specific information related to DOE funding for ISIS development, as well as DOE response to several items related to NRC control over licensee data under NK4SS at Oak Ridge, Tennessee.
U. S. Assistance to IAEA NRC staff participated in a Semi-Annual Review of Technical Support for IAEA Safeguards (P0TAS Program) held at Brookhaven National Laboratory the week of April 21, 1980.
The U. S.1980 pledge of assistance to IAEA safeguards is $5,100,000. The conference, attended by four IAEA division directors, reviewed the status of more than sixty research and development projects undertaken by U. S. national laboratories and contractors in support of Agency safeguards.
The IAEA conveyed to conference attendees areas where U. S. assistance is most acutely needed. The group also discussed assistance to IAEA in implementing non-destructive assay technology in field inspections.
Review of International Convention for Physical Protection of Nuclear Material A review of the International Convention has been made to determine,if changes need to be made in.our regulations to assure compliance with the terms of the Internationa.1 Convention.
It it possible that the Transient Shipment Rule, now published for public coment, will be expanded to include spent fuel shipments as well as shipments of Category II and III material.
Some regulation may be required to assure " prudent management practices" for the protection of natural uranium in international transport for quantities exceeding 500 Kg.

2 Oconee-McGuire Transshipment Hearings On April 29, 1980, the evidentiary record was closed for this proceeding. A schedule for all parties to submit their proposed findings has been established.
The staff's submittal pursuant to the regulations, is due June 9,1980. A decision will then be pending further action from the ASLB.
Regulatory Affairs During the annual meeting of the American Pharmaceutical Association, its Section on Nuclear Pharmacy sponsored a session on regulatory affairs.
Patricia Vacca, NMSS, presented NRC's position on licensing nuclear pharmacies.
Repre-sentatives of FDA, Agreement States, and National Association of State Boards of Pharmacies presented their respective positions on the regulation of nuclear pharmacies.
The session gave the NRC and other organizations the opportunity of presenting their views to the nuclear pharmacy community.
Radon Value for Table S-3 The revised draft technical report on radon releases from uranium mining and milling has been distributed for NRC internal review.
This draft incorporates the latest data from Battelle's measurements of radon releases from underground mi ning.
Comments were requested by May 23, after which the final report will be published to serve as the technical basis for a " notice and comTent" rulemaking to amend Table S-3 by adding the new radon value.
Implementation of the Clean Air Act R. L. O'Connell, Nf1SS, participated in a meeting between NRC and EPA to develop an NRC/ EPA Menorandum of Understanding on implementation of the Clean Air Act with regard to NRC licensees.

This action is based on alleged items of noncompliance relating to failures to con-trol all activities affecting safety related functions to assure that such activities were conducted in accordance with 10 CFR Part 50, Appendix B.
There were also substantiated allegations involving pro-duction pressure, lack of support by Quality Control management, harassment, intimidation and threats directed toward Quality Control inspectors which indicated impairment of the quality assurance program at the South Texas Project.

NRC-PAEC Information Exchange Arrangement The U.S. Embassy in Manila has reportd that the Philippine Atomic Energy Commission has signed the NRC-PAEC Information Exchange Arrangement. This Arrangement is now in force.
Foreign Assignment Selection Panel The Director of Administration has appointed a selection panel, which plans to make an early choice of an NRC expert to spend 6-9 months in Spain advising the Spanish regulatory authorities on planning and conduct' of startup testing of Almaraz 1.
Almaraz 1 is a 3-loop Westinghouse PWR, the first of the large LWR's being started up under Spain's nuclear power program.
The U.S. expert will train 6-8 Spanish engineers, who will be responsible for startup testing in power reactors subsequent to Almaraz 1.
The panel and selection procedure are as required under Chairman Hendrie's memorandum of August 13, 1979.
Foreign Assignee Arrangements have been completed to have Mr. C. Y. Huang, an employee of the Taiwan Atomic Energy Commission, join the NRR/TMI Program office for a period of six months.
In the near future, the Executive Director for Operations will issue the invitation for Mr. Huang to arrive at NRC around the middle of May.

EXPORT / IMPORT AND INTERNATIONAL SAFEGUARDS International Programs is currently reviewing four export-related matters involving subsequent arrangements for the retransfer of nuclear material.
The status of these requests is as follows:
1.
RTD/SD(EU)-30. A proposed retransfer of 3.965 kilograms of 45.4% enriched uranium from West Germany to Switzerland, to be used as prototype fuel elements for testing high density fuel in the Saphir research reactor.
IP is awaiting DOE's response to questions posed in our April 9 letter.
2.
RTD/SD (EU)-31.A request to retransfer 6.882 kilograms of HEU from West Germany to Switzerland for use as fuel in the Saphir reactor.

RTD/CA(EU)-14. A proposed retransfer of mixed oxide rodlets containing 3.0 kilograms of plutonium and 600 kilograms of depleted uranium from Italy to Canada, for use in lattice measurements in the ZED-2 test reactor at Chalk River. After submitting its request for NRC views on this proposed retransfer, DOE advised IP staff that the original analysis for this case would have to be revised.
IP is awaiting the revised analysis.
In addition to these retransfers, IP received a request on April 30 from DOE, pursuant to 10 CFR Part 810, for transfer of a portable uranium mill to the People's Republic of China.
IP is reviewing this request concurrently with ELD and NMSS.
IP expects to forward its recommendation to the Commission soon.
Also, IP is reviewing a request to export two reactors to Korea (XR-133). IP' is actively reviewing preliminary Executive Branch views on this request, which were received on April 22 and forwarded to the Commission.
Final review will await receipt of the final Executive Branch views.

US-Peru Agreement for Cooperation State asked us recently to expedite NRC review of -tne US-Peru agreement in order to permit having it reviewed by Longress before the current session ends.
Staff review of this agreement had been delayed, at State's request, in order to expedite NRC action on er agreements for which State had set a higher priority.
Staff is now reviewing the Peru Agreement and should have it ready for Commission review sometime next week.
Physical Security Review Trips On April 29 IP and NMSS representatives met with staff of State, ACDA, and DOE to discuss issues which have arisen in connection with physical security review trips. Agreement was reached on appropriate next steps. These issues will be reflected, as appropriate, in the context of individual export cases, i

0FFICE OF MANAGEMENT AND PROGRAM ANALYSIS Items of Interest WEEK ENDING MAY 2, 1980 Midyear Decision Unit Tracking System Review (FY 80)
Completed a midyear FY 80 review for decision units in each of the 7 program offices.
This 6-month report was furnished to the EDO and each of the seven office directors.
This report, which covers staff effort, program support funds, and accomplishments, provides a good baseline for reprogramming in the second half of FY 80 to acconnodate the TMI Action Plan.
NRC Annual Report Completed Chapter 1, which now incorporates key elements from the Commission's recently issued FY 82-86 Policy, Planning, and Program Guidance document.
The Annual Report now has a forward looking character as well as an overview of 1979 activities.
The covering memorandum to the President was forwarded to the Chairman for sig-nature along with a copy of the report prior to printing.
Fourth Quarter 1979 Abnormal Occurrence Report to Congress The Fourth Quarter CY-79 Abnormal Occurrence Report was published.
The for.<arding letters to Congress were given to ED0 for transmittal to the Chairman.

Office of the Controller Items of Interest Week Ending May 2, 1980 FY 1980 Authorization Bill The conferees agreed to a compromise Authorization Bill. Major points (1) the higher dollar amounts (for FY 1980 supplemental) contained were:
in the House version were agreed upon, (2) reprogramming approval extended to 45 days and (3) many of the Senate new initiatives were agreed upon.
FY 1981 Authorization Bill The House Interior Conmittee (Udall) completed mark-up on April 30, 1980.
Major changes were:
(1) 2% across th'e board reduction, (2) no intervenor funding, and (3) NRC was' instructed to provide not more than $4.7 million for gas reactors out of existing funds.
The Senate Subcommittee on Nuclear Regulation (Hart) began mark-up on May 1, 1980.
In this initial mark-up session, they approved a 5% reduction to NRC's request.
FY 1980 Travel A letter was sent to 0MB appealing.for a significant restoration to the OMB reduced ceiling for NRC.
FY 1982 Budget With the receipt of the Commission approved Policy, Planning, and Program Guidance (PPPG), the Office of the Controller's Budget Call was issued in final form on May 1, 1980.
