O APPENDIX A NOTICE OF VIOLATION Florida Power Corporation License No. DPR-72 Crystal River 3 Based on the NRC inspection January 28, 1980 to February 2, 1980, certain of your activities were apparently not conducted in full compliance with NRC require-ments as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.

As required by 10 CFR 50, Appendix B, Criterion V, " Activities affecting quality shall be prescribed by... procedures...and shall be accomplished in accordance with these... procedures...".

The licensee's Quality Operating Procedure 9.0 "In Storage Maintenance and Inspection" Section 4.7 requires that all pipes shall have the ends covered and that stainless pipe not come in contact with carbon steel.

Contrary to the above, on January 29, 1980, during an inspection tour of the warehouse it was noted that several lengths of pipe stored in the warehouse were not capped or plugged or did not otherwise have the ends protected. Further, it was noted that stainless steel pipe was stored on a carbon steel rack with no provisions for separation between pipe and rack.

This is an infraction.
