Dear Mr. O'Reilly:

We offer the following response to the apparent Item of Noncompliance in the referenced inspection report.

NOTICE OF VIOLATION A.

As required by 10 CFR 50, Appendix B, Criterion V, " Activities affecting quality shall be prescribed by... procedures...and shall be accomplished in accordance with these... procedures..."

The licensee's Quality Operating Procedure 9.0, "Instorage Maintenance and Inapection", Sec-tion 4.7 requires that all pipes shall have the ends covered and that stainless pipe not come in contact with carion steel.

Contrary to the above, on January 29, 1980, during an inspection tour of the warehouse it was noted that several lengths of pipe stored in the warehouse were not capped nor plugged or did not otherwise have the ends protected.

Further, it was noted that stainless steel pipe was stored on a carbon steel rack with no provisions for separation between pipe and rack, A. Response:

1. All stainless steel piping has been capped, plugged, or sealed.

All racks on which stainless steel is stored have wooden stripping installed on the supporting surfaces to prevent contact between the stainless and carbon steel.

2. Storekeepers and assistant storekeepers have been specifically instructed to be alert for such situations and the quality control inspector has been instructed to check storage conditions by periodically auditing the Stores and Receiving areas.
