Dear Mr. Davis:
Please refer to your letter of August 30, 1972 which stated that two mechanical memoranda had been issued to the field relating to attach-ment welds and that these memoranda did not receive proper approval.
The purpose of these memoranda was to clarify existing procedures concerning weldt.ng. No new information was contained in these memoranda, simply an explanation of how to apply the correct welding and inspection procedures.
It is recognized, however, th~at this could be interpreted to mean a change in a procedure without authorized approval.
In the future, it is our intention to obtain correct approval for all procedures and revisions to procedures prior to issuing them to the field for use.
If it beco=es necessary to write work instructions or letters of clari-fication, these will be cicarly indicated as being for this purpose and not a change in procedure.
