By letter dated April 3,1980, your Company requested Technical Specification changes to permit operation of Pilgrim Unit 1 in Cycle 5 with core spray sparger cracks.

Fees pursuant to 10 CFR 170.22 were not submitted with this request because your Company considered it to be a supplement to the reload application dated December 12, 1979. We note that on May 12, 1980, Amendment No. 42 to License No. DPR-35 was issued by the Office of Nuclear Reactor Regulation (0NRR) which included approval of your April 3 request.

Based on information provided by the ONRR staff, it has been determined that review of your April 3 request involved a separate technical issue apart from the reload application. On this basis, the April 3 submittal requires a Class III fee of $4,000. This amount should be remitted to this office within 15 days after your receipt of this letter.
