Based on the results of
..C inspections conducted July 20-22 and August 2-5, 1977, it appears that one of nur activities was not conducted in full compliance with the conditions of your NRC Facility License No. DPR-72 as indicated below. This item is a deficiency.
Section 6.8.1.a of the Technical Specifications requires, in part, that written procedures shall be established, maintained and implemented covering those activities and systems recommended in Appendix "A" of Regulatory Guide (RG) 1.33, November 1972.
Appendix "A" of RG 1.33 recommends equipent control procedures including clearance and tagging for the control of maintenance, repair, replacement and modifi-cation work.
Paragraph 2.k.h of the Plant Operating Quality Assurance Manual (POQAM) procedure CP-115, In-Plant Equipent l
Clearance and Switching Orders, requires that a fire service tag shall be used whenever any part of the fire service system is out of seivice.
O' Contrary to the above requirements, when the fixed fire suppressant system in the cable spreading room was removed from service on July 22, 1977, a fire service tag was not used.
