Dear Mr. Denton:

Our letter Serial No. 528, dated June 13, 1980, provided you with our procedures for conducting the special low power test program at North Anna Unit No. 2.

As a result of recent discussions with members of your staff, several revisions have been made to procedures 2-ST-8, " Natural Circulation Verification"; 2-ST-9, " Natural Circulation With Simulated Loss of Power Conditions"; and 2-ST-ll, "Ef fcct of Steam Generator Secondary Side Isolation on Natural Circulation." A listing of the changes made to each procedure is provided in the attachment.

The training plan for shif t personnel has also been discussed with members of the Staff. Documented below is the training plan for the conduct of the tests.

Tests to be performed are as follows, including Tests 1 through 7 as listed in the safety analysis submitted with our June 18, 1980 letter. Procedure numbers are listed in parenthesis.

1. Natural Circulation Verification (2-ST-8)
2. Natural Circulation and Simulated Loss of Of fsite AC Power (2-ST-9) $
3. Natural Circulation with Loss of Pressurizer Heaters (2-ST-8)

.4. Effect of Steam Generator Isolation (Secondary Side) on Natural Circulation (2-ST-ll)

5. Natural Circulacion ac Reduced . Pressure (2-ST-8)
6. Cooldown Capability of the Charging and Letdown System (2-ST-6)
7. Simulated Loss of Onsite and Offsite AC Power (2-ST-9)

Note that some Special Test procedures contain more than one test (i.e. 2-ST-8, Natural Circulation Verification, Special Test pro-cedure contains Tests 1, 3 and 5).

The preferred order of the low power tests will be as indicated by Special Test procedure number (2-ST-6, 2-ST-8, 2-ST-9, 2-ST-ll) .

Additionally, we intend to apply the data and experience gained to our simulator in an ef fort to improve the modeling of natural circulation and provide a benchmark for licensed operator training.

Participate, as used here, means that personnel will be involved in the control of the unit during the natural circulation portion of the procedure. This includes manipulation o# controls and monitoring.

Parri,ipation does not require that the aperator participate in manipu-lat13a of controls duffng those portions of the procedure which are prior to or subsequent to the natural circulation portion of the procedure.

Observe, as used here, means that personnel will not be actively involved in control of the unit.

Special training of station personnel hr.s been conducted for the low power tests. This training included the following:

Maintaining reactor critic.11 to simulate decay heat Test conducted with single phase fluid flow Administrative controls Technical Specification exemptions j Modification of Safety Systems Detailed step-by-step review of each procedure Each completed special test will be reviewed for completeness anc critiqued by a test engineer. Participants and observers may comment on the appropriate training record provided for the procedures. The SNSOC will review and comment on, when required, each completed special test.

Various attachments provided for the special test program provide for operator trnining documentation. Each special test contains space for appropriate cc==ent and conclusions. For completeness, a copy of the individual training record will be attached to the applicable special test.
