Description of Event

At 1332 on May 28, 1980, with Unit 2 in Hot Standby and the "2J" diesel generator removed from service for preventative maintenance, the "2H" diesel was started to prove operability as required by T.S. 3.8.1.1.

The diesel successfully started and accelerated to 900 RPM in less than 10 seconds, however, the frequency and voltage response of the diesel generator were not verified.

This is reportable by T.S. 6.9.1.9.c.

Prchable Consequences of Occurrence The health and safety of the public were not affected since both offsite power sources were available and the unit was in Hot Standby prior to initial criticality.

Cause of Event

The frequency and voltage response of the "2H" diesel generator was not veriried due to a faulty lead on monitoring instrumentation.

The "2H" diesel was not retested immediately since T.S. 4.8.1.1.2.a.4 requires testing the diesel generator at ambient conditions. After starting, the "2H" diesel generator was no longer at ambient conditions.

Immediate Corrective Action

Both offsite power sources were verified to be available. The faulty lead on the instrumentation was found and repaired.

The "2J" diesel generator was returned from preventative maintenance at 0333 on May 29, 1980, and satisfactorily tested.

Scheduled Corrective Action None scheduled.

Actions Taken to Prevent Recurrence None required.
