On April 28, 2009, at 0953 hours0.011 days <br />0.265 hours <br />0.00158 weeks <br />3.626165e-4 months <br />, with North Anna Unit 2 operating at 100% power (Mode 1), Control Room Operations personnel received several annunciators simultaneously that indicated that the "B" Reserve Station Service Transformer (RSST) tripped and locked out.
The Unit 2 "H" Emergency Diesel Generator (EDG) automatically started on a Degraded Voltage/Under Voltage signal due to the loss of the "B" RSST.
The Unit 2 "H" EDG automatically picked up the load of the Unit 2 "H" emergency bus as designed. The "B" Charging/SI pump and "B" Component Cooling pump auto started due to the loss of power.
Operations personnel entered appropriate abnormal procedures and stabilized the plant.
An 8-hour Non-Emergency Report was made to the NRC at 1200 hours0.0139 days <br />0.333 hours <br />0.00198 weeks <br />4.566e-4 months <br />, in accordance with 10 CFR 50.72 (b)(3)(iv)(A), for an event that resulted in the automatic actuation of an EDG and Charging/SI pump. This event posed no significant safety implications since the Unit 2 "H" EDG started as designed and re-energized the emergency bus. The health and safety of the public were not affected by this event.

5.0 ADDITIONAL CORRECTIVE ACTIONS
Temporary Modification 2009-1809 was initiated to disconnect the 1 B and 2B Station Service Buses from the "B" RSST. A prompt Operability Determination was made with compensatory action to leave the 1B and 2B Station Service Buses disconnected. Visual inspection of the overhead cables along with thermography of the A and C RSS overhead cables was also performed. The "A", "B" and "C" RSS overhead cables will be replaced from the tube bus to normal switchgear.
6.0 ACTIONS TO PREVENT RECURRENCE In addition to the cable replacement, changes are being made to the operating and test procedures along with revisions to the Design/Installation Standards NAS-3014, Specification for Electrical Installation for North Anna Power Station and STD-EEN-0002, Nuclear Electrical Design Standard for Cable.
7.0 SIMILAR EVENTS
LER N2-07-002-01 documents a similar event occurring on March 7, 2007 where the "B" Reserve Station Service Transformer (RSST) tripped and locked out on a phase "B" to ground short.
8.0 ADDITIONAL INFORMATION
At the time of this event, North Anna Unit 1 was operating at 100 percent power.
