Gentlemen:

This refers to the inspection conducted by Mr. R. H. Wessman of this

office on April 24-28, 1978, of activities authorized by NRC Operating

License No. DPR-72 for the Crystal River 3 facility, and to the discussion

of our findings held with Mr. G. P. Beatty, Jr. at the conclusion of the

inspection.

This refers also to a management meeting held April 27,

1978, at the Crystal River 3 site to discuss FPC-licensed activities,

review Crystal River 3 enforcement history and licensee events; review

recent inspection results; and to discuss NRC organizational relationships

~

and communication philosophy.

Areas examined during the inspection and our findings are discussed in

the enclosed inspection report.

Within these areas, the inspection

consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspector.

We have examined actions you have taken with regard to previously identified

enforcement matters and unresolved items. The status of these items is

discussed in the enclosed report.

Two new unresolved items resulted from this inspection and are discussed

in the enclosed report.

These items will be examined during subsequent

inspections.

During the inspection, it was found that certain activities under your

license appear to be in noncompliance with NRC requirements.

This item

and references to pertinent requirements are listed in the Notice of

Violation enclosed herewith as Appendix A.

Practice," Part 2. Title 10, Code of Federal Regulations.
