Moseley, Director, Region II, Directorate of Regulatory Operations DUKE POWER COMPANT, OCONEE 3, DOCKET NO. 50-287 - COMPLETION STATUS Construction of Oconee 3 is essentially complete and preoperational testing is progressing on schedule toward a fuel loading date of July 2,1974.

A list of items that Region II considers as requiring resolution prior to licensing and initial critical is submitted for your information.

The status is as determined by Regulatory Operations inspections conducted through May 3,1974. An inspection is planned for May 14 - 17, 1974, to review many of the listed items. An updated status report will be prepared following that inspection.

A.. Items to be Completed 2rior to Licensing 1.

Satisfactory completion of preoperational testing and approval of test results.

(A detailed listing of tests will be provided in a later status report.)

2.

Satisfactory completion of HFT and approval of test results.

3.

Completion of modifications of the source range detectors.

4.

Perform testing of the auxiliary building ventilation system.

Complete review of preoperational baseline inspection data.

6.

Complete installation of main steam line relief valves.

7.

Complete RC pump seal and instrumentation modifications.

8.

Replace bolts on HPI fittings on RC pumps with proper strength bolts.

9.

Replace studs on steam generator handholes with proper strength studs.

10. Install motor on 3RC-1, spray valve.
11. Replace bolts on pressurizer relief valve, with proper strength bolts.
12. Install two missing bolts in RB equipment hatch.
13. Install and test the second RB spray pump.
14. Complete high energy line break modifications.

15. Replace nuts on SG primary manway covers with proper strength nuts.
16. Reinstall HPI pump B.

Equipment has been removed for balancing.

17. Modify RB LRT pressurization valves to fail close or loss of air.
18. Develop and approve procedures recommended by Regulatory Guide 1.33.
19. Correct program implementation deficiencies identified with the Operational QA Program.

Install and test filter elements in GWD filter housing.

2.

Replace nuts on SG nozzle connection to ring header with proper strength nuts.

3.

Replace two missing incore detector cables.

4.

Verify operability of alarms for power tilt and imbalance.

5.

Prepare and approve low power test procedures.
