Gentlemen:

Thts letter relates to the discuscion F.r. 7. L. 3.ownice of this office held with Messrs. D. M. Lesm and G. L. Hunnicutt of your staff the conclusion of the inspection on March 11-12, 1C71, regarding at the construction activities authoriced by AEC Constructica Permit Nos. CPPR-34 and 35 for Cconee Units 2 and 3.

As noted during the discussions, an apparant deficiency was iden-tified involving nonconformance with Aopendi>: 3 to 10 CFR 50 of the AEC Regulations, " Quality Assurance Criteria for :iuclear Power Plants," as folicws:

Criterion VI, "Dect: ent Control," requires that neasures shall be established to centrol the issuance cf doct::ents, such as instructions, precedures, and drawings, including changes thereto, which prescribe all activities affecting quality. Changes to documents shall be reviewed and approved by the same organizations that perfen.ed the original review and approval unless the applicant designates another respon-sible organication.

Contrary to the abcve, there is no evidence that Duke has a QC proced.:re for document control. Drawings identified for

" Unit One Only," were observed in the working file for Unit 2 i;ogether with obsolete drawings.
