SUMMARY

OF WEEKLY INFORMATION REPORT Week Ending May 9,1980 Quad Cities On May 1, while starting up, Quad Cities 2 had.an unplanned release of gaseous radioactivity of about 7% of the Technical Specification limit. Apparently unrelated, the unit scramed later when a feedwater regulator valve locked in an open position during a rapid power descent. After the scram, the feedwater regulator valve was found to function properly, and the unit was restarted.

Duane Arnold Energy Center On April 30, with the plant at 85% power, a recirculation pump tripped on electrical fault.

Plant' shutdown has commenced. The licensee plans to request a Tech Spec modification to permit operation at reduced power.

Meetings Concerning TMI On May 7, Comissioner Hendrie, H. Denton, J. Collins, and B. Snyder met in Harrisburg with representatives of TMI Alert to discuss cleanup operations at TMI-2.

j On May 13, the ASLB will conduct hearings on the restart of TMI-l in Harr'sburg.

Nuclear Fuel Services (NFS).

NFS License No. SNM-124 was amended on April 30 to authorize decontamination and decommissioning of U-233 and Pu facilities.

Meeting on the Department of Energency's Spent Fuel Storage Program i

At the meeting, DOE indicated that its generic environmental impact statement (EIS) on its spent fuel storage program will be issued in a month. A site specific away-from-reactor EIS will be issued in draft form in November; a final report will be sent to the Congress in November 1981.

NRC-PAEC Arrangement Commissioner Zoilo Bartolome of the Philippine has counter signed the information exchange Arrangement that NRC signed on March 28.

Emergency Preparedness Discussions with Candians The NDFEMA delegation will meet with the Atomic Energy Control Board of Candia on May 29 and 30 to discuss proposed emergency planning and response.

FY 1980 Supplemental The House Appropriations Comittee has marked up the FY 1980 supplemental request, providing 32 additional positions and $31,950,000 in additional funds. Mark-up by the Senate Appropriations Subcomittee on Energy and Water Development is expected next week.

The meeting was held to assist licensees in classifying safeguards information.

I OFFICE OF NUCLEAR REACTOR REGULATION WEEKLY ITEMS OF INTEREST (Week Ending May 9,1980)

OUa0 CITIES At about 9:00 a.m., May 1,1980, while starting up from a refueling outage, Quad Cities 2 had an unplanned release of gaseous radioactivity of about 7% of the Technical Specification limit. The gas was believed to have come from a momentary partial venting of a loop seal, and was released through the turbine building ventilation system. The red phone was used to report the incident to NRC.

In an apparently unrelated incident later in the day, at about 12:30 p.M.

the unit scrammed when a feedwater regulator valve locked in the 30% open position during a rapid power descent.

The unit was going from 650 MW to 300

!O.' during power-flow mapping of the new core. The scram was followed in about 1 minute by a recirculation pump trip.

After the scra'm, the feedwater regulator valve was found to function properly, and the 6 nit was restarted.

Again, the red phone was used to report the incident.

DUANE ARNOLD ENERGY CENTER During the morning of April 30, 1980, with the plant at 85% power, the "A" recirculation pump tripped on electrical fault (over-current or under-voltage).

Investigation revealed that a very low ground reading existed on the motor-generator set drive motor.

The licensee has determined that rewinding of the motor is probably necessary.

At the time of the pump trip, a 24-hour LC0 was' entered for power operation with one recirculation loop inoperabla plant shutdown has commenced. The licensee plans to request a Technical

.:fication modification to permit operation at reduced power with one operable recirculation loop.

Seaver Vallev 1 The Duquesne Light Company, licensee of the Beaver Valley power Station, has reported that pipe penetration welds in a number of tanks manufactured by the Graver Tank Company do not meet the manufacturers requirements.

The welds lack full penetration on pipe penetrations inside the tank.

The tanks irivolved include the refueling water storage tank, demineralized water storage tank, condensate storage tank, boron recovery storage tank, and liquid waste tansk.

DLC is making plans to repair the welds before startup in July.

I&E Region I is.following the progress of the investigation and repair.

St. Lucie Unit 1 On May 5, 1980 we authorized an emergency change to the St. Lucie Unit 1 Technical Specifications to permit the Unit to go from MODE 4 to MODE 3.

The change deferred performance of turbine driven AFW pump surveillance from MODE 4 to MODE 3 (transition at 325'F Tave).

Operation in MODE 3 is necessary for sufficient main steam pressure to perform the surveillance. Previously a now degraded auxiliary boiler was used to perform the surveillance.

(Tube plugging in auxiliary boiler has reduced its capacity below tnat required for the surveillance test.)

NRC Environmental Data The West Screen House continuous air sample (HP-215) for the sampling period April 30 through Hay 7, 1900, has been delivered to the EPA Coordination Center for analysis. The most current results received from the EPA for air sample Hr'-210 taken April 2-9, 1980, indicated that no reactor related radioactivity was detected.

Results of the environmental TLD measurements for the period March 18 to April 30, 1960, indicate no ganraa levels above natural background.

Fifty-eight TLD's registered doses ranging from 0.09 mR/ day to 0.18 mR/ day. Average cose was l

u.13 raR/ day. These dose rates are consistent with natural background radiation. in the THI area, b.

Radwaste shipments offsite were as follows:

Un Monday, May 6,1980, a Unit Z reactor coolant sample was sent to the dabcock and Wilcox facility, Lynchburg, Virginia, for chemical and radiochemical analysis.

On Friday, May 9, 1960, the licensee made one LSA shipment of low level waste, to b&rnwell, South Carolina. HRC personnel surveyed the shipment and inspected shipping documents prior to granting approval.

Reactor Coolant System (RCS) Pressure Reduction.

On April 16, 1960, RCS pressure was recuced from 300 psig to 190 psig.

The pressure l

was further reduced to 135 psig on April 29, 1980.

The pressure was reduced to 90 psig on May 9, 1980.

The primary system responded predictably to the pressure reductions. Water samples drawn from the letdown system on May 5, 1980, indicate that dissolved gas concentrations in the RCS will remain below saturation at 100 psig.

The following gas pocket volumes versus primary pressure have been calculated:

RCS pressure Gas volume 300 psig 50 cubic feet 190 psig 57 cubic feet 135 psig 106 cubic feet 100 psig 138 cubic feet The above pressure / volume relations have been verified during several pressure changes oy comparing the amount of makeup / letdown to the resultant RCS pressure changes.

Tne RCS pressure reauctions have not produced a noticeable effect on the seconaary systein.

The decreased " burp" frequency in the A loop is attributed to nigiser iieat loses to the reactor builaing atmosphere.

The reactor building eveparative cooling system was activated on April 15, 1980, to recuce tile reactor builaing pressure. The " burp" frequency decreaseo after the reactor builoing cooling system was activated.

Pressurizer heaters will not be usea now that pressure is reduced to luu psig.

The cycling of the neaters produced pressure fluctuations.

Tne heaters haa been used to maintain the water in the pressurizer just below the saturation temperature.

In this ccndition, tiie pressurizer was a potentiel source of pressure for the RCS in tile event of an unplanned pressure reduction.

The hazards associated with an unplanneu uepressurization have decreased with the decrease in tnermocuuple teuperatures below ambient boiling.

Wnen open, the valves expose the decay heat re: oval system to RCS pressure and as a result, RC5 pressure must be maintained below appruximately 37u psig to prevent exceeding tne decay heat removal system relief valve setting. After tho valves are opened, racistion levels may increase in some sections of the auxiliary building.

Reactor duildinu Entry.

The reactor building entry wnich was seneculeo for April 24, 19ed, was postponed wnen the dational Institute of Occupational Safety ano dealth (HIOSH) inspected the oio harine dio Pac du breatning units and found tnat unauthorized modifications had been made. The dio Pac ts0 has a service life uf u0 minutes anc was selected to be used by the reactor building entry team.

The licensee has rescheduled tne entry for May 20,1960, ani is revising proceoures to either use the dio Pac 60, if HIO51i recertifies the unit, or to use the Mine Safety Appliance Company (MSA) llodel 401 breatning apparatus. The liSA unit nas a service life of only 40 minutes and as a result, would require shortening the entry to 15 minutes.

The TM1 Program Office staff is reviewing the proposed changes.

The licensee contracted a r vate consulting fina to review Ine design of the ilDHR system.

If implemented, tne proposed modifications could celay system co,apletion for 12 months.

Tne original system was scheduled to be operational by May 23, 1900.

The consulting finn's recorxnendatiuns will be revieweo by the licensee and tne WRC THI Program Office.

Ground Water Monitoring Program.

A total of 15 ground water monitoring wells are oeing used to raonitor activity in the ground water around the THI-2 reactor building.

Water samples are taken weekly. No new sample analysis results have been received since the last weekly status report.

Representatives of the Commonwealth of Pennsylvania have recommended tnat all water pumped from the monitoring wells should be released through site discharge point 001 to the river. All water discharged througn point 001 is continuously monitored and recorded.

The licensee is opposed to this recommendation on the grounds that it unnecessarily complicates the sampling process and would prefer to release the water to the storm drains which discharge to the holding pond which is sampled on a weekly basis.

The TNI Program Office would support either course of action since both are monitored release points. The issue remains unresolved at this time.

Meeting of Interaaency Subcommittee on Three Mile Island Followup Research:

A meeting of the Three Mile Island Followup Research Subcommittee of the Interagency Radiation Research Committee (formerly NIH/Upton Committee) was j

held on May 5,1980. Attending were representatives of NCI, D00, BRH, DOE, CDC, EPA, NI AMDD and F. Arsenault, D. Flack, H. Peterson, R. Goldsmith and M. Parsont of NRC. The NRC representatives presented information on TMI worker doses, on allegations of increased infant mortality and neonatal hypothyroidism in the TMI area, and on the recent meeting of the Pennsylvania TMI Advisory Panel on Health Research Studies.

SD staff members are keeping the Subcommittee informed on such matters. The Subcommittee now is chaired by Dr. Oddvar F. Nygaard of NCI and will continue to review the progress of ongoing and planned studies of TMI-related health effects.

0FFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending May 9,1980 Comoletion of Latest Draft of NUREG-0561 Copies of the most recent draft of the spent fuel shipments guidance document, NUREG-0561, have been circulated for informal comments within the Division of Safeguards, Offices of Standards Development, Inspection and Enforcement, and the Executive Legal Director.

Based upon tne comments received, a final draft will be circulated for formal concurrence next week.

Babcock & Wilcock Comoany.

Representatives of the Babcock & Wilcox Company, Commerical Nuclear Fuel Plant met with a member of the Material Control and Accountability Licensing Branch to discuss their submittal of a totally revised Fundamental Nuclear Material Control Plan.

International Safeguards On May 5,1980, members of the Safeguards Division staff participated in an " Interagency Steering Group" (ISG) meeting chaired by L. V. Nosenzo, Deputy Assistant Secretary for Nuclear Energy and Energy Technology Affairs, Cepartment of State.

The activities of the Action Plan Working Group for improving IAEA safeguards and the status of the progress toward the application of IAEA safeguards in the U.S. under the US/IAEA Safeguards Agreerent were discussed.

Nuclear Fuel Services, (NFS) License No. SNM-124 The Nuclear Fuel Services, Inc., (NFS) Special Nuclear Materials License No.

SNM-124 was amended on April 30, 1980, to authorize NFS to begin decontamination and decomaissiong of its U-233 and Pu facilities.

Work en the U-233 facility is scheduled to begin during the first week of June,1960. Further scheduling for both U-233 and Pu facilities is dependent on the availability of sites for disposition of contaminated wastes.

2 Scent. Fuel Storage -- Dry Storage Technolooy Develocment Program At Germantown, on April 29, 1980, a member of the Division of Fuel Cycle attended a presentation made by Westingnouse personnel on a proposed spent fuel dry storage technology development program at the Nevada Test Site. Total funding would be about $14 million. This ambitious program would cover sealed storage casks (both U.S. concrete and steel and German cast iron transportable cask types) and dry well storage. Air-cooled vault storage studies would make use of the existing lag storage vault at the EMAD building.

The schedule proposed for the program would establish a data base for dry storage technologies for light water reactor spent fuel by 1984. This would allow dry storage to be considered for use in DOE's proposed 1984 license hpplication to store spent fuel in a new independent spent fuel storage' installation (ISFSI).

One of the potential advantages perceived for dry storage is its low cost.

A rough estimate of the storage cost for spent fuel of a 5000 MTU drywell ISFSI is.555/kgU to 575/kgu. The estimated cost for a 5000 MTLU water pool type ISFSI is $130/kgU.

Meeting on the Department of Energy Spent Fuel Storage Program On May 1,1980, members of NMSS and ELD staffs attended a meeting held by DOE at the Forrestal Building to request participation by the Councl on Environmental Quality (CEQ), the Department of Transportation (DOT), the Environmental Protection Agency (EPA) and the Nuclear Regulatory Conmission (NRC) in activities requested by the Congress in H. R. 3000 and S. 688.

Neither of these bills has been enacted into law.

Leland C. Rouse, Chief, Advanced Fuel and Spent Fuel Licensing Branch, NRC, noted that NRC staff were present as observers only. While NRC staff could provide general licensing guidance, discussion of specific licensed activities at existing sites was excluded because of legal considerations.

As part of its effort, DOE has prepared and sent to the Congress a report

" Department of Energy Study on Spent Nuclear Fuel Storage" (00E/SR-0004).

DOE is planning to update its projection of away-from-reactor (AFR) spent fuel storage capacity need.

The DOE generic environmental impact statement (EIS) on its spent fuel storage program is being printed and will be issued in a month. A site specific AFR-EIS will be issued in draft form in November 1980 with on site hearings in early 1981. A final AFR-EIS is scheduled to be issued in July or August of 1981.

A final report on all these activities will then be sent to the Congress in November 1981.

Recuest for Information from the Nuclear Materials Management and 3afeguards Systems (NMMSS)

William Kirk, U.S. Department of Interior, Bureau of Mines, requested information from the NMMSS on year end inventories of depleted uranium and thorium for 1977,1978, and 1979. The information was retrieved, reviewed, and forwarded to Mr. Kirk.

U.S. Senator Harry Byrd, Jr., requested information on the amounts of nuclear waste shipped into the.U.S. by way of each of the major ports.

NUREG-0656 On May 1,1980, L. Roche-Farmer met in New York with Dr. Leonard Solon and his staff to discuss specifically NUREG-0656 and, in general, the disposal of institutional wastes. The meeting was held at the request of Dr. Solon, who is Director of the Bureau for Radiation Control, New York City Department of Health.

EN-80-16 Vermont Yankee Nuclear Power Corporation - On May 7,1980, a Notice of Violation and a Notice of Proposed Imposition of Civil Penalty in the amount of $4,000 were issued to the subject licensee.

This action is based on an alleged item of noncompliance relating to the delivery of a package of low specific activity radioactive mater-ial to a carrier for transport with a radiation dose rate exceeding 200 millirems per hour.

EN-80-17 Providence Hospital, Anchorage, Alaska - On May 7,1980, a Hotice of Violation and a Notice of Proposed Imposition of Civil Penalties in the amount of $1,700 were issued to the subject licensee.

This action is based on three alleged items of noncompliance which involved the loss of iridium-192 implant seeds, failure to conduct adequate surveys,'and failure to notify NRC immediately of the loss.

Emergency Preparedness Discussions with Canadians The Atomic Energy Control Board of Canada this week agreed to host the pro-posed emergency planning and response discussions (scecific topics reported in the Weekly Activities of April 28) with the NRC-FEMA delegation, to be headed by Brian Grimes, on May 29 and 30 in Ottawa and Toronto, respectively.

On Monday, Tuesday, and Wednesday, Mrs. Patricia Zuniga of the Mexican National Nuclear Safety and Safeguards Commission met with staff represen-tatives of FCMS/ NMSS for expanded discussions, originally started on April 8, regarding (1) the procedures for licensing byproduct material used in medical programs; (2) the methods for disposal of waste byproduct materials; and (3) emergency procedures for byproduct materials.

On Monday, Mr. Milo Kabat, Supervisor of the Central Safety Services Contami-nation Control Section of Ontario Hydro, began a two-week visit to TMI to work on Unit-2 decontaminatic' operations.

On Friday, Mr. Joseph Camilleri, Senior Lecturer in Politics from Victoria, Australia, met with J. R. Shea, Director of IP, to discuss the proliferation implications of nuclear exports to West Germany, France, the U.K., Japan, Brazil, India, and Pakistan.

The members attending expressed interest in the NRC's low level waste program and its relationship to the Resources Conservation and Recovery Act as well as NRC regional activities.

Frank Young attended a meeting at OMB with other Federal Liaison Officers for the A-95 circular.

The meeting updated all Federal Agencies on the A-95 Improvement Program and indicated a Presidential memorandum will be coming to all agencies within the next month regarding the need for coordination of all Federal planning activities within each State.
