Enclosed is our response to J. C. Bryant's March 17, 1980, letter, RII:JJB 50-518/80-04, 50-519/80-04, 50-520/80-04, and 50-521/80-04, regarding activities at Hartsville Nuclear Plant which appeared to have been in violation of NRC regulations.

4 ENCLOSURE RESPONSE TO NRC-01E LETTER FROM J. C. BRYANT TO H. G. PARRIS DATED MARCH 17, 1980

This report responds to the Notice of Violation described in Appendix A of the OIE Inspection Report referenced above. This is the final response on the subject noncompliance.

Noncompliance Item - Infraction 518/80-04-01 A. As required by Criterion V of Appendix B to 10CFR50, and as implemented by PSAR Section 17.lA.5, " Activities affecting quality shall be prescribed by documented instructions, procedures, . . . and shall be accomp lished in accordance with those instr":tions, procedur(s. . . ." TVA Procedure for Hartsville Nuclear Site, SOP-34, R-1, " Weld Inspection Documentation," Paragraph 6.2, requires the inspector at the time of weld joint fitup to verify that the tack welder had stamped the work with his symbol prefixed by the letter "T" and that the joint has been stamped with the correct weld number in accordance with SOP-17 " Welder Identification of Welds."

Contrary to the above, on February 21, 1980, the following exampics were noted:

1. A welded butt joint in the low pressure coolant core spray system, where welding was past the root, was not marked with joint identification or welder symbol.
2. One completed welded butt joint in the low pressure core spray system and the high pressure coolant injection system did not have "T" prefixing the welder symbol.
3. SOP-17 had not been issued.

This is an infraction.

! Response

1. Corrective Steps Taken and Results Achieved Examples 1 and 2 The three welds cited in the low pressure core spray system and the high pressure core spray system have been verified as correctly corresponding to the documentation on each.

The appropriate identification of each joint and the welder who made the joint has been stamped for all three welds with low stress stamps in the piping material adjacent to the welds as required.

Example 3 l SOP-17 has been prepared and was issued on March 31, 1980.
