Dear Mr. Hancock:
By letter dated March 21, 1980 you trans'mitted your Cycle 3 reload license amendment request for Crystal River Unit No. 3 (CR-3). You stated that the proposed amendment justifies the operation of CR-3 during Cycle 3 at a rated core power of 2,544 Nt, which corresponds to the power level iden-tified in the CR-3 Final Safety Analysis Report. This request represents a power increase of about 3.757, above your current licensed power level of 2,452 MWt.
Until we resolve our concerns as to the questions of such matters as the rapid response of Babcock and Wilcox nuclear steam supply systems to secondary side transients and the relationship of the proposed power increase to such ongoing reviews as the CR-3 February 26, 1980 NNI power loss incident, plant modifi-cations due to NUREG-0578 and post TMI Bulletins and Orders recommendations, we do not consider it appropriate to consider your requested power increase.
We, therefore, propose to review your Cycle 3 reload at the current 2,452 Nt power level. Kindly review the effect of this on your submittal and make any necessary revisions to the accident and transient analyses and to the Technical Specifications.
Should you have any questions on this matter contact the Operating Reactors Project Manager for CR-3.
