6 March 1980 Identification of Occurrence:

lloth reactor coolant loops inoperable contrary to Technical Specification 3.4.1.

Conditions Prior to Occurrence:

Mode 5 cold shutdown.

Description of Occurrence:

At 1827 during the performance of Engineered Safeguards Functional Test SP-130, Decay lleat Suction Isolation Valve DilV-3 began to close inadvertently. The operating decay heat pump DilP-1A was stopped to prevent the possibility of any damage. DilV-3 was returned to its full open position immediately.

Decay heat system flow was returned to normal following the restart of DilP-1A at 1835.

Designation of Apparent Cause:

The apparent cause of this event is unknown.

Analysis of Occurrence:

No af fect upon the plant or general public. Decay heat system flow was restored in eight (8) minutes.

Corrective Action

Since the apparent cause for this event is unknown, corrective action cannot be defined at this time.

A review of this event will continue and corrective action, if any, will be submitted as a supplement to this report.

Failure Data:

This is the first occurrence of this type reported.
