Millstone Naclear Power Station, Unit No. 2 Proposed Revisions to Technical Specifications In Reference (1), Northeast Nuclear Energy Company (NNECO) was requested to review Millstone Nuclear Power Station, Unit No. 2, against the applicable re' uirements of Enclosure (1) of Reference (1). The results of that evaluation and a schedule and commitment for implementation of changes were provided in Reference (2). Included in Reference (2) was a commitment to propose Technical Specifications by April 1,1980 to add a Surveillance Requirement for an auxiliary feedwater flow test to be performed after a cold shutdown of greater than one month duration.

Pursuant to 10CFR50.90, NNECO hereby proposes to amend its operating license, DPR-65, by incorporating the changes identified in the attachment into the Millstone Unit No. 2 Technical Specifications.

The change proposes to add a Surveillance Requirement for an auxiliary feedwater flow test that verifies the flow path from the condensate storage tank (CST) to the steam generators, before entering MODE 3 after a cold shut-down of at least thirty (30) days. This change vill enhance plant safety by verifying the cperability of the auxiliary feedwater system after a shutdown of extended duration.

The above proposed changes have been reviewed pursuant to 10CFR50.59 and have not been found to constitute an unreviewed safety question.

The Millstone Unit No. 2 Nuclear Review Board has reviewed and approved the above-proposed changes and concurred in the above determination.

NNECO has reviewed the proposed license amendment pursuant to the requirements of 10CFR170 and has determined that no fee is applicable in this instance.

The basis for this determination is that the proposed change is the direct result of an NRC Staff requirement documented in Reference (1). In addition, this proposed change is administrative in nature and as such, will not require j technical review.
