FLORIDA POWER CORPORATION (CRYSTAL RIVER 3), LICENSE NO. CPPR-51, DOCKET NO.
50-302 Attached Comoliance Report No. 50-302/71-1 by Kelley, Bower and Warnick covering a routine inspection on February 9-12, 1971, is for information.
There were no safety problems identified: however, two items of noncon-formance with the quality assurance criteria vere identified. A Construc-tion Deficiency Notice (CDN) is being issued for the najor item, loss of quality control during erection of the steel containment liner.
The second item concerning leak chase halogen testing was resolved adequately and not A) considered of sufficient magnitude to varrant a CDN. Pepairs to the liner l
have commenced. We vill continue to follow this problem and will ask the U
licensee to submit a technical evaluation recort to DRL.
