Identification of Occurrence:

Tailure to have two independent circuits between the offsite transmission network and the onsita Class 1E distribution system contrary to Technical Specification 3.8.1.1.a.

Conditions Prict to.0ccurrence:

Mc + 1 power operation.

Descripidon of Occurrence:

At 1500 Unit #3 was notified that the Unit #2 battery had failed to meet the requirements-of the Quarterly Battery Test, Surve111mes Procedure, SP-511, Upon notification, Unit,

  1. 3 entered action statement A of Tech. Spec. 3.8.1.1.

The operability of both emergency.

diesel generatars was verified and the surveillance procedures for Power Distribution Breaker Alignment, SP-321 and Cable Tunnel Sump Pumps Operability, SP-322 were satis-factorily performed. The battery was charged and restored to the specified requirements within 18 hours2.083333e-4 days <br />0.005 hours <br />2.97619e-5 weeks <br />6.849e-6 months <br /> and 40 minutes of surveillance procedure failure, thus satisfying the Tech. Spec. action statement.

h. Designation of Apparent Cause:

The cause of this occurrence is determined to be stratification of the electrolyte due to the batts-les being in a "no load" condition.

Analysis of Occurrence:

There was no safety hazard to the plant or public as redundant power sourens were available and demonstrated operable.

10.

Corrective Action

Florida Power Production Engineering has initiated a..- uest for Engineering Information (REI) #PD6-77 to evaluate and recommend a solutiot c, this recurring problem.

Corrective action will be taken based upon the recas:mendation of this evaluation.

11.

Failure Data:

This is the fifth occurrence of this event as reported by LER's 77-14, 36, and 132.
