Occurrence Date:

Identification of Occurrence:

Failure to have one circuit between the offsite transmission network and the onsite Class II distribution system contrary to Technical Specification 3.8.1.2.

Conditions Prior to Occurrence:

i Mode 6 refueling.

7.

Description of Occurrence:

At 1515, 2 August 1978, Unit #3 was notified that the Unic #1 battery failed to :neet the acceptance criteria of Surveillance Procedure SP-510, Weekly Bactery Check.

The Action Statement requiring the suspension of all operations involving core alterations or positive reactivity changes was entered.

"3" diesel generator was operable and available. The battery was placed on equalizing charge and restored to specified

Designation of Apparent Cause:

The cause of this event is determined to be stratification of the electrolyte due to the batteries being in a "no load" condition.

Analysis of occurrence:

There was no safety hazard to the plant or public as no core alterations or reactivity changes were in progress at the time of this event.

Corrective Action

Florida Power Production Engineering is evaluating a Request for Engineering Information (REI) in reference to this recurring problem.

Resolution will be based on Engineering information and recommendations.

Failure Data:

This is the sixth occurrence of an event of this type.
