'dachington, D. C. 20515 Dear Mr. Manns As you know, I have called scne problems at the Cconae Nuclsar Station to the attention of the AEC.
Thanks to the efforts of yourself and Senator Ernest F..Hollings, an investigation ensued.
I was contacted by a Mr. C. E. Murphy of the Atlanta AEC offica, via telephone, and advised that all to the incidents that I had knowledge of had bean confirnend...ard that all had been investigated, and proper action taken.
lIr. Murphy further stated that I would receivo a detailed raport of these incidents very shcrtly.
In addition, Mr.. Murphy was quite candid ever the phone, ard told me I could accc py him on subsequent investigations if I had infor.abion to reveal.
At this time, I felt that th3 AEC was raally doing its job of regulation.
In
- fact, I felt Mr. Murphy and the AEC was genuine in their concern over the problems at Oconce.
So, I wrote a quite frank and honest letter to Mr. Scm.an C. Moseley, Diractor, Directorats of Regulatory Cperations, Atlanta, Georgia.
I did not make a copy of this latter, but told Mr. Mescley that I would be willing to tour Oconee with Mr. Murphy, and point out tha tripped monitors that I cantionad to him over the phone.
An:1 I thanked him for the catsrial sant, and told his I uas looking for-uard to tha report that Mr. Murphy said would be sent to =e as acon an it was ccm-plate.
Pleano nota that Mr. Murphy suggested that I tour Ceanse with him, and that ho told no tha raport wculd be sent no.

I feel that the repcrt en the incidents I brought cut cencerning Ocones shculd be sent ns, as presisri. As far as visiting Oconee again, I wasn't the one. suggesting it...it was Mr. Murphy.
If my presence could assist the AIC, I'd be willing to =aka tha trip.
But Oconae is cartainly not whors I wculd plan a. picnic.
I can (and will, if noecescary) go to tha Unihalle Lik:7 to vic: ths report, but this uill ucrk a hardship on no, as ny time is quite D'1,ted, as I nust ucrk to suppcrt ny faaily and tha U. S. Govern =ont.

Dear I*r. Parrott:
This is in response to your letter dated December 20, 1973.
The occurrences which you called to our attention in your letter dated November 12, 1973, were reviewed by our inspectors during the week of December 3,1973.
Our inspection findings concerning these occurrences were discussed by telephone with you on December 4,1973, by(I!r. Ilurphy of this o-ffice.
A copy of our reports of these inspections Reports l' umber 50-259/73-13 and 270/73-17) will be sent to the !!alhalla Library by approxicately February 1,1974, and will be av'ailable there for you and any other member of the public to review.
!!e will not be able to allow you to accompany our inspectors on an inspection visit to the Oconee site. He have found that the presence of observers during our inspections tends to decrease the effectiveness of the inspector in making the necessary in-depth review of specific inspection areas.
For this reason, this pn'actice i's not in accord with our inspection program.
During a future inspection we will, however, look into the circumstances relating to your observation that at least one-third of the radiation monitors were tripped when you visited the control room. We will also check on any other specific information which you provide to us.
