, APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSES DPR-44 & DPR-56 By application dated December 22, 1977, Philadelphia Electric Company requested an amendrent to the Technical Specifications for Peach Bottom Units 2 and 3 in response to an 1EC request to provido a second level of undervoltage protection with a time delay for safety related loads. Subsequent to the filing, additional inturmation was requested by letter from W. P.

Gammill (NRC) to All Power Reactor Licensees dated August 8, 1979. Licensee's response was provided by letters from S. L.

Uditrotf (PECO) to W. P. Gammill (NRC) dated October 5, 1979 and S. L. Daltroff (PECO) to T. A. Ippolito (NRC) dated December 31, L

1979.. A meeting was also held between Philadelphia Electric Company and Nuclear Regulatory Commission staff in Bethesda, Maryland on November 27, 1979 to discuss the submitted l information in more detail.

Based upon additional information developed during review of the December 22, 1977 Application, Licensee has determined that it would be appropriate to modify the proposed undervoltage protection syset.m to provide a timing sequence of an inverse time-voltage nature.

Accordingly, Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Atomic Power Station Units No. 2 and 3 respectively, hereby amends its Application of December 22, 1977 by (a) deleting the proposed revised Technical Specification pages 71, 71a, 81, 82 and 93a referred to therein and substituting therefore updated pages 71, 71a, 81, and 93a, which are attached hereto and incorporated herein by reference; and (b) deleting the second through fifth paragraphs of the December 22, 197'r Application and substituting the following paragraphs..

The changes to Tables 3.2..B and 4.2.B, and bases 3.2 are proposed to provide a second level of undervoltage protection with a time delay for safety related loads This system will prevent damage to safety related equipment and controls during periods of sustained degraded voltage at the offsite power sources. Each of the two offsite power sources will be monitored at the buu by undervoltage relaying. With a degraded voltage condition at an offsite source, the undervoltage sensing relays 2

will operate to start a timing sequence. The timing sequence is of the inverse tim <_-voltage nature; such that at 90% nominal voltage the time delay is 60 seconds and at 60% nominal voltage the time delay is 12 seconds. When the timing sequence has timed out the corresponding Emergency Startup source circuit breakers will be tripped allowing transfer of the connected emergency buses to the alternate source if it is available.

The 90% figure was selected to correspond to the NEMA Standard voltage rating of + 10%.

The majority of the large electrical equipment was specified to operate between + 20%

voltage, however some equipment was procured with only the standard ratings.

The time delay setpoint is dictated by two concerns.

First, the trip system should not operate on a voltage transient caused by the starting of large apparatus. A setpoint of 10-15 seconds would satisfy this criterion. Second, both the No. 2 startup & Emergency Auxiliary Transformer and the No. 3 Startup 6 Emergency Auxiliary Regulating Transformer are equipped with automatic voitoge control (load tap changers) which should be allowed to operate before initiating transfer of the Emergency Buses. The automatic voltage control senses undervoltage conditions and initiates corrective action via the load tap changers on the transformers.

The automatic voltage controls have an initial 30 second time delay to prevent tap changes due to starting L -

transients. Following the initial 30.second delay there is a 3-5 cecond delay between tap changes. A time delay of 60 seconds would allow the tap changes to make approximately eight tap changes (a total of 5% voltage adjustment) before initiation of the transfer to the alternate source.

Since the modifications to the facility wil.L not be implemented until Commission approval of the change, it is requested that the changes to the Technical Specifications be made effective upon completion of the installation.

The Plant Operation Review Coldmittee and the Operation and Safety Review Committee have reviewed this Amendment to the company 's December 22, 1977 Application, the proposed changes to I

the Technical Specifications requested herein, and the proposed modifications to the facility, and have concluded that they do not involve an unreviewed safety. question or a significant hazard consideration; and will not endanger the health and safety of the puDlic.

The Emergency Aux. Power Source Degraded Voltage trip function prevents damage to safety related equipment in the event of a custained period of low voltage. The voltage supply to each of the 4kV buses will be monitored by undervoltage relaying. With a degraded voltage condition on the offsite sources the undervoltage sensing relays operate to ini':iate a timing sequence. The timing sequence is of the inverse. time-voltage nature; such that at 90% voltage, the time delay is 60 seconds aad at 60% nominal voltage the time delay is 12 seconds. When the timing sequence is completed, the corresponding 4kV emergency circuit kraakers are tripped and the emergency buses are tra.. ierred to the alternate source. This timing sequence was selected to prevent unnecessary transfers during motor starts and to allow the automatic tapchanger on the startup transformer to respond to the voltage condition.
