This refers to your letter of December 5,1979, in response to our letter

dated November 1,1979.

Thank you for infonning us of the corrective and preventive actions documented

in your letter.

These actions will be examined during a subsequent inspection

of your licensed program.

With respect to your reorganization and staff changes, we understand that

'

the new position of Director of Nuclear Operations shown on Attachment A

and B of your December 1 letter will provide technical support and direction

for station startup, testing, operation, maintenance and refueling but will

not have direct management responsibility or authority for station licensed

activities.

The Ger.eral Superintendent, Power Stations, retains the management

functions, responsibilities, and authorities for facility activities which

have existed under previous organizational structures.

We further understand that the Director of Nuclear Operations will be fully

functioning in the new position by February 1,1980.

This understanding is

based upon a telephone conversation between Mr. D. Beckman of this office

and Mr. G. Moore of your staff on December 19, 1973.

Should our understanding

of this matter be incorrect, please inform us of jour intention within 20

days of receipt of this letter.
