reinstalled following functional testing in the summer of 1979.

(While the snubber was removed for functional testing, the reservoir outlet was capped.) Due to the reservoir line/ snubber configuration (reservoir contained adequate fluid and reservoir line was placed next to reservoir connector such that it appeared to be connected), confirmation of

.__ operability by visual inspection was erroneously made following the testing.

Personnel involved in snubber inspections have been reinstructed. The snubber was purged and vented, the line to the reservoir reconnected and the snubber was declared operable following functional testing at 1035 on 2-5-80.
