Dear Ms. Christy:
This letter is to acknowledge receipt of your request that the Nuclear Regulatory Commission halt construction work at the Wolf Creek Generating Station site.
Your request is being treated as a request for enforcement action under 10 CFR 2.206 of the Commission's regulations.
Because the nature of your request is similar to those of other petitions under consideration by the Commission, your request has been consolidated with those peti-tions for determination.
You may be assured that within a reasonable time we will take appropriate action concerning this matter. We will inform you of our decision.
I am enclosing for your information a copy of the notice that is being filed with the Office of the Federal Register for publication.

December 27, 1978 As you knew, the Critical Mass Energy Project is a consumer organization founded by Ralph Nader that is concerned about the safety and reliability of U.S.
energy technologies.
On the basis of the Preliminary Notice, we believe there are several basic safety and procedural problems plaguing the Wolf Creek nuclear facility which must be fully aired and resolved before any further construction is permitted.
The citizens of Kansas deserve no less.
Frankly, it appears that the quality of construction at Wolf Creek is voefully deficient and that neither the licensee nor Daniel Construction is at present capable of assuring that the workmanship at the site is satisfactory.
It additionally appears that the licensee has nct been fully forthcoming in promptly notifying NRC about a serious design problem and hoped it could cover up such deficiencies.
This type of attitude on the part of the licensee, if confirmed, would be unpardonable and should subject the licensee to NRC disciplinary action.
We therefore request that the Commissioners revoke the construction permit for Wolf Creek until the licensee has clearly demonstrates that it has taken corrective and remedial action to upgrade the quality assurance and quality control mechanisms at the reactor site. We also believe that unless a fully satisfactory explanation has been issued by the licensee for the six month delay in reporting the event, the CP should be suspended.
An official deter-mination of whether the licensee should be subjected to disciplinary action should also commence.
We would finally hope that the Commission would evaluate the I&E capabilities for Region IV to determine if action is necessary to improve the agency's inspection program.
CMEP would be grateful for'any notification of action taken with respect to the licensee or Region IV I&E activities.
