APPLICATION This office has been advised that Detroit Edison Company withdrew their con-struction permit app 11 cation for Greenwood 2 & 3 on. July 9,1980, and by order dated July 14, 1980, the Atomic Safety and Licensing Board Panel dismissed the

proceedings. Under the Comission's policy of cost recovery for review of applications, we have examined the actual expenditures for professional manpower and contractual support services.from the date the application was filed to the Detroit Edison should be billed for the date of withdrawal of the application.-

As you know, the Commission bills.d two utilities for costs incurred for withdrawn applications j
(Invoices 362-80 and 514-80) and the invoices remain outstanding. One utility 3
has refused to pay. The Comission has been informed of this situation (SECY 80-3G4) and on Septeiber 4,1980 the Comission cuthorized the General Counsel to take action to recover the fees assessed.
Please notify this office when the total amount of.$417,291 has been collected.
