OPR-50 METROPOLITAN EDISON CCMPANY JERSEY CENTRAL POWER AND LIGHT COMPANY PENNSYLVANIA ELECTRIC COMPANY THREE MILE ISLAND NUCLEAR STATION - UNIT 1 DOCKET NO. 50-289 Introduction During the final preparations for fuel loading in Three Mile Island Unit 1 (TMI-1), the sodium thiosulfate tank was severely damaged. The incident was reported and described in a Metropolitan Edison Ccmpany (Meted) letter to Dr. D. F. Knuth of the Atomic Energy Commission dated April 11, 1974.
On April 18, 1974 an interim safety analysis was reported by the Regulatory
- - -staff which, concluded that TMI-l could be o,norated at nower levels up to 19'i of raceo power witn tne soaium tniosulfate tank out of commission since operation of the remaining portions of the containment spray system would reduce the calculated offsite doses to no more than those calculated for operation of the full spray system af ter an accident at 100% of rated power.
Based on that interim safety analysis, the TMI-l operating license was conditioned to allow operation at up to 19% power while the sodium thiosulfate tank underwent repairs.
By their letter of June 17, 1974 Metropolitan Edison Company notified the staff that the sodium thiosulfate tank has been repaired and satisfactorily restored to service; this is corroborated by Regulatory Operations in inspection reports Nos. 50-289/74-22, -23 and -25.
The special license condition related to repair of this tank is now no longer applicable.
The staff concludes that this license should therefore be amended to delete this condition.
The staff further concludes that this amendment does not:
(1) involve a significant hazards consideration or a safety consideration of a type or magnitude not considered by any previous staff safety review of this facility, (2) potentially involve a substantial increase in the probability or consequences of an accident considered in any previous staff safety review, or (3) potentially decrease the margin of safety during ncreal plant operation, anticipated ocerational occurrences or costulated accidents considered in any previous staff safety review.

. Based on the foregoing analysis, the staff finds that there is reasonable assurance that the health and safety of the public will not be endangered by approval of this amendment to license No. OPR-50.
