s APPENDIX A NOTICE OF VIOLATION Carolina Power and Light Company License Nos. DPR-62 P2nnswick Steam Electric Plant,
& DPR-71 Units I and 2 Based on the NRC inspection June 7-8, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspendence to you dated December 31, 1974.
As required by Technical Sp-cification 6.8.1, procedures shall be written and implemented.
Procedure TI-200, Appendix A, requires formal classroom lectures for licensees scoring less than 80% in a specific area of an annual examination.
Contrary to the above, Procedure TI-200, Appendix A, was not implemented in that of eight (8) lecture series conducted in 1978, four (4) were conducted largely or in part as self-study periods.
Specifically, the lecture on radiation protection was conducted with no instructor available for 90% of the time. The lectures on general and specific operating characteristics were conducted with no instructor available for 50% of the time. And, the lecture on instrumentation was conducted with no instructor available for 20% of the time.
This is a Deficiency.
