Dear Mr. O'Reilly:
Brunswick Steam Electric Plant has reviewed IE Inspection Report 50-324/79-22 and 50-325/79-22 and finds that it does not contain any information of a proprietary nature.
The report identified one item which appears to deviate from NRC requirements. That item and Carolina Power & Light Company's response to it are addressed in the following text:
Deficiency:
As required by Technical Specification 6.8.1, procedures shall be written and implemented. Procedure TI-200, Appendix A, requires formal classroom lectures for licensees scoring less that 80% in a specific area of an annual examination.
Contrary to the above, Procedure TI-200, Appendix A, was not implemented in that of eight (8) lecture series conducted in 1978. Four (4) were conducted largely or in part as self-study periods.
Specifically, the lecture on radiation protection was conducted with no instructor available for 90% of the time. The lectures on general and specific operating characteristics were conducted with no instructor available for 50% of the time, and the lecture on instrumentation was conducted with no instructor available for 20% of the time.
Carolina Power & Light Company's Response:
During 1978, the Training Coordinator's decision was to provide self-reading material prepared by the training staff, lectures, and question-apd-answer sessions conducted by competent personnel on particular~ topics, and problem-solving sessions. Although a lecturer was not 'present during all retraining sessions, the Training Coordinator felt that this training was worthwhile and in accordance with 10CFR55, Appendix A, Section 2.

A revision to TI-200 will be written to provide more explicit guidance to the training staff on the acceptable methods of conducting operator retraining. This revision will be completed by August 31, 1979.
