Background

  • As presented earlier, operating reactor licensees are in the process of adopting voluntary Risk Informed Initiatives that provide them flexibility to change their programs using PRA inputs.
  • When properly implemented, risk-informed initiatives can improve safety while providing licensees with additional operational flexibility.
  • As with any licensee-controlled program independent verification by the NRC provides additional assurance that the program is being implemented correctly.

Inspection & Oversight Key Principles (Cont.)

  • Risk-informed initiatives - when implemented properly - appropriately focus NRC and licensee resources on areas of greatest safety significance.
  • Trust but verify. NRC expects/assumes that licensees are implementing risk-informed initiatives in accordance with current licensing bases (CLB) and performance-based inspection is needed to verify.
  • Inspection should be consistent with Reactor Oversight Process bases (both technical and policy).
  • NRC strives to ensure any changes to the inspection program promote efficiency without compromising safety.
  • Performance-based Inspections focuses on those aspects of risk-informed initiatives that - if improperly implemented - could lead to increased plant risk.
