Sumnary of Licensee Response to IE Bulletin 79.-05 and Supplenents:

a.

Review of Similar Transients (Item 2 of IEB 79-05A):

Licensee completed the reviewj results were transmitted via letter to RITI and via facsimile to IE:HQS on 4/11/79.

The results have also been provided to the NRC inspectors onsite.

b.

Review and Revision of Operating and Maintenance Procedures (Items 3, 4,

5,7,8,9, 10 of IEB 79-0$A):

Procedure revisions in progress.

c.

Review and !=plementation of Changes in Containment Isolation (Item 6 IEB 79-05A):

No changes are to be made at this time.

The licensee submitted a license amendment request to change the SFAS setpoint for auto closure of the valves in the RCS makeup lines and the RCP seal injection and return lines from 1600 psig to 400 psig RCS pres-Sure.

Training of Plant Personnel (Items 1, 4, 11 and plant /precedures changes):

Operator training on TMI-2 sequence and errors was completed. The lead NRC inspector participated in the class, and Dr. Lapp (license consultant) was pre.sent.

Simulator training is still scheduled for the week of 4/16/79.

Develop =ent of schedule for the remaining training (procedure changes) is in progress.

Summary of NRC Inspection Activity During Period Plant activities observed on all shifts.

Review of administrative con-trols scarted. Review of valve / breaker / switch alignment procedures is 50~ complete; errors are being f ound.

Mr. F. Jablonski, IE:RIII was onsite to review environmental qualification of electrical components.

Telephone installation (including recording device) for the KRC Inspector's office has been completed (FIS 8-293-3131; 419-898-2765 and 419-898-2775 (recorder)).

Hookup of fax equipment should be co=pleted on 4/12/79.

Status of Inspector Discussions with Plant Personnel:

Shift discussions ecmpleted.

Description of General Plant Status:

Mode 5 - cold shutdown. UT of piping per IEB 79-03 in progress. Miscel-laneous maintenance in progress. Outage has been extended approxinately one week by the licensee to change out reactor coolant pump seal and to modify 3 valves in auxiliary feedwater system (change operators from AC to DC notors).

Due to this latest schedule change and the amount of work required by TI 2595/2, observation of activities on all shif ts vill be changed from dail; to periodic until the lisensee is within 1 week of plant startup (nau scheduled for 4/22/79).

NRC inspectors will continue to be onsite 7 days / week.

The site inspector daily reports will not be submitted to HQ over the upcoming weekend (4/14 & 4/15) but will be submitted to IE:HQ cn Monday, 4/16/79.

This action is considered to be consistent with the requirements of Section III.E of TI 2595/2.

Mr. J. Crooks, OMPA, will be onsite 4/12/79 to review the previously reported potential A0's.

a.

The licensee's written response to this item was submitted to the NRC on 4/11/79 b.

Review and Revision of Operating and Maintenance Procedures (Items 3, 4, 5, 7, 8, 9,10 of IEB 79-05A):

The licensee's written response to items 3, da, 4b and 5 was submitted to the NRC on 4/11/79. The licensee added a third condition (in addition to the two given in itsn 4b of IEB 79-05A) under which high pressure injection could be terminated.

ITEM 7 - The licensee believes that current procedures adequately control the manual and namually-operated motor driven valves of the energency feedwater system.

ITEM G - With the licensee's present emergency feedwater system, there is no way to provide two independent emergency feedwater flow paths.

The licensee is revising plant procedures to include action statements requiring :hutdown in the event that certain components of the emergency feedwater system and auxiliary feedwater system are inoperable.
